Project Context and Scope

IOM Kenya is exploring the solarization of selected priority and critical areas of the IOM Kakuma office as part of its commitment to sustainability, operational efficiency and cost optimization. IOM Kenya intends to engage a Solar Energy Assessment and Installation Monitoring Assistant to support collection and analysis of site and electricity-consumption information, preparation of draft procurement documentation, and monitoring and reporting on installation activities. The Consultant will work under the guidance of designated IOM officials. The assignment is limited to selected priority and critical areas of the IOM Kakuma office as guided by the designated IOM official.

Organizational Department / Unit to which the Consultant is contributing

The Consultant shall report to the designated Supply Chain Officer and the Head of the Kakuma Sub-Office and coordinate with other designated IOM personnel as required. Deliverables shall be subject to review and written acceptance by IOM.

Tasks to be performed under this contract

T6. Category B Consultants: Tangible and measurable outputs of the work assignment

Deliverable 1: Solarization Assessment and Draft Procurement Documentation

Description

The Consultant shall support the assessment of the proposed solarization scope at the IOM Kakuma office and prepare draft technical and cost information for IOM's review. The documentation shall support preparation of tender requirements for the engagement of a qualified solar PV contractor. The deliverable shall be submitted within three (3) calendar weeks from the contract start date.

Scope covered

  • Review available historical electricity-consumption and cost data.
  • Conduct a site visit and document existing conditions in the selected areas.
  • Prepare an inventory of equipment and estimated electrical loads.
  • Support basic load profiling and preliminary system-sizing calculations using established tools, templates and clearly stated assumptions.
  • Identify operational, logistical, environmental and site constraints.
  • Compile available market information on equipment, installation requirements and indicative costs.
  • Prepare a draft bill of quantities, cost estimate and implementation schedule.
  • Prepare draft equipment specifications using recognized standards, manufacturer information and IOM requirements.
  • Prepare layouts or marked-up site plans indicating proposed equipment locations.

Tangible output

  • Solarization assessment report covering consumption data, site conditions, priority loads, assumptions, constraints and preliminary implementation considerations.
  • Draft procurement documentation package comprising preliminary technical requirements, draft equipment specifications, draft bill of quantities, indicative cost estimate, implementation schedule, layouts or marked-up site plans, and a list of matters requiring technical validation.
  • Final PDF copies and editable source files for the report, bill of quantities, cost estimate, implementation schedule and layouts.

Acceptance criteria

  • Required site and consumption information is clearly presented and traceable to available source data.
  • Assumptions, limitations, risks and matters requiring further technical validation are clearly identified.
  • Draft specifications, bill of quantities, cost estimate, implementation schedule and layouts are complete, internally consistent and suitable for IOM's review.
  • The documentation does not represent a certified engineering design and clearly assigns final design responsibility to the contractor and technical approval to the duly authorized technical authority.

Deliverable 2: Installation Monitoring and Reporting Support

Description

The Consultant shall monitor installation progress, maintain records and support coordination between IOM and the selected contractor. The Consultant shall report apparent discrepancies, delays, safety concerns and site constraints to the designated IOM official.

Scope covered

The Consultant shall travel to Kakuma, as required and subject to IOM's prior authorization, to conduct installation monitoring and provide related technical support throughout the implementation period, including the following key stages:

Pre-installation monitoring stage

  • Record equipment and materials delivered to the site.
  • Compare available delivery documentation with the approved bill of quantities and specifications.
  • Document visible damage, shortages or apparent discrepancies and refer them to the designated IOM official.

Installation monitoring stage

  • Observe and document installation progress against the approved implementation schedule and available documentation.
  • Maintain photographic and written records of visible works.
  • Record apparent deviations, delays, access constraints or safety concerns and promptly escalate them for review.
  • Track the status of actions communicated by authorized IOM personnel.

Completion and testing-support stage

  • Participate as an observer in joint inspection and testing activities organized by IOM and the contractor.
  • Record test results, submitted documents and outstanding items without independently certifying system performance or compliance.
  • Compile available manuals, warranties, equipment schedules, as-built information and contractor submissions for IOM's review.

Tangible outputs

  • Site monitoring reports covering authorized monitoring activities, submitted within three (3) working days after the relevant activity or travel, as applicable.
  • Updated monitoring checklist and photographic record.
  • Register of observed discrepancies, delays, site constraints and outstanding actions.
  • Final installation monitoring and testing-support report, including recorded test results, status of outstanding items and an index of available completion documents.
  • Organized electronic file of available warranties, manuals, equipment schedules, as-built information and contractor submissions.

Acceptance criteria

  • Authorized monitoring activities are documented through clear and timely reports supported by relevant records and photographs.
  • Observed discrepancies, delays, constraints and outstanding actions are accurately recorded and referred to the designated IOM official.
  • Available testing records, manuals, warranties and completion documents are compiled and clearly indexed.
  • The final report distinguishes factual observations from matters requiring determination by the contractor, authorized IOM officials or a qualified technical authority.
  1. Performance indicators for the evaluation of results

Deliverable 1

  • The assessment and draft procurement documentation package is submitted within three (3) calendar weeks.
  • The submission includes the assessment report, preliminary requirements, draft bill of quantities, indicative cost estimate, implementation schedule, simple layouts and editable source files.
  • Information is accurate, clearly sourced, internally consistent and limited to the agreed areas.
  • Technical assumptions, limitations and items requiring validation are clearly identified.

Deliverable 2

  • Installation monitoring and related technical support activities are conducted in Kakuma as required, subject to IOM's prior authorization, and are appropriately documented.
  • Monitoring reports are submitted within three (3) working days after the relevant monitoring activity or travel, as applicable.
  • Reports contain factual observations, photographic records, noted discrepancies, outstanding actions and escalation status.
  • The final report compiles available testing and completion records without purporting to certify system performance, contractual compliance or acceptance.

Payments:

Payments shall be made against completed and accepted deliverables in accordance with the consultancy contract. IOM shall communicate consolidated review comments within five (5) working days of receipt. The Consultant shall address reasonable comments and submit a revised

version within five (5) working days, unless otherwise agreed in writing. Such revisions shall be included in the consultancy fee.

Required Qualifications and Experience

  • Bachelor's degree in electrical engineering, Renewable Energy, Energy Technology or a related field with at least three (3) years of relevant professional experience; or a technical diploma in a related field with at least five (5) years of relevant experience.

Experience

  • Relevant practical experience in solar PV installation, maintenance, site assessment or technical support.
  • Experience preparing or supporting bills of quantities, basic cost estimates, equipment schedules, implementation records and technical reports.
  • Experience monitoring contractor activities and maintaining site records.
  • Familiarity with solar PV components, battery-storage systems, basic load assessment and electrical-safety practices.
  • Understanding of solar PV market conditions, supply chains and installation practices in Kenya.
  • Experience in Kenya or a comparable East African context, including remote or hardship locations, is an advantage.
  • Relevant solar PV training or certification is an advantage. Any licence legally required for the limited assigned activities must remain valid throughout the consultancy.
  • Familiarity with UN or international organization operating contexts is an advantage.

Skills

  • Ability to use spreadsheets, standard calculation tools and basic drawing or layout software.
  • Good analytical, record-keeping, reporting, coordination and communication skills.
  • Ability to recognize issues requiring escalation and work within defined authority and supervision arrangements.
