Riverside University Health System (RUHS) is recruiting a Certified Hospital Inspector of Record (IOR) to perform highly specialized technical and administrative duties related to county medical and mental health facility construction and alteration projects. The position is responsible for ensuring that projects under RUHS comply with applicable state requirements and regulations administered by the California Department of Health Care Access and Information (HCAI), formerly known as the Office of Statewide Health Planning and Development (OSHPD). The position also performs other related duties as assigned.
The Certified Hospital Inspector of Record (HCAI) reports to the Chief Clinical Integration Officer or designee and serves as the hospital governing board’s designated HCAI-certified Inspector of Record (IOR). The incumbent exercises independent professional judgment in monitoring and enforcing compliance with the California Building Standards Code (Title 24), HCAI-approved construction documents, and applicable state laws, regulations, and requirements governing hospital construction. The HCAI functions independently of contractors and design professionals and is directly accountable to the hospital governing board for the integrity, accuracy, and completeness of all inspection activities and related documentation. The incumbent’s responsibilities help ensure regulatory compliance and mitigate potential regulatory, financial, operational, and legal risks to the organization.
Candidates must possess a current and valid California Department of Health Care Access and Information (HCAI) Hospital Inspector Certification, Class A, authorizing the inspection of all phases of hospital construction, including major structural construction. The required HCAI certification must be maintained in active and good standing throughout employment. The incumbent must also satisfy all applicable HCAI continuing education and certification renewal requirements.
This position follows a 9/80 work schedule and is primarily an in-person position. The primary work location is the medical center in Moreno Valley, with travel to the behavioral health hospital and other RUHS facilities as required. The position requires prolonged periods of standing and walking in active construction areas, depending on project and inspection requirements.
Education: Completion of 60 semester or 90 quarter units from an accredited college or university, preferably with course work in engineering, architecture, construction management, building code compliance, or a closely related field. Additional coursework in structural engineering, seismic systems, or healthcare construction is highly desirable. Additional qualifying experience may substitute for up to two years of the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.
Experience: Four (4) years of experience working on Type I or Type II building/construction projects in a role such as architect, engineer, owner, local building official, or representative of a general contractor. This experience must have include technical inspection of major structural and nonstructural building systems and components.
Experience: At least 5 years of documented experience performing technical inspections on Type I or Type II construction as defined by the California Building Code. Experience must include at least 4 years of healthcare facility construction projects subject to HCAI jurisdiction.
License/Certificate: Possession of a current valid California Department of Health Care Access and Information (HCAI) Hospital Inspector Certification: Class A (authorizing inspection of all phases including major structural construction). Must remain in good standing with HCAI and maintain required continuing education.
Possession of a valid California Driver License.
Knowledge of: Highly advanced and authoritative provisions of the California Building Standards Code (Title 24, CCR), HCAI regulations, fire and life safety standards for acute care hospitals, seismic anchorage and bracing requirements for non-structural components, and TIO Program requirements.
Ability to: Plan, organize and direct the work of a facilities construction unit; develop and evaluate design and construction standards and criteria; coordinate the development of construction projects through completion; understand, interpret, apply and enforce codes, regulations, specifications, schedules, and contract provisions; perform calculations used in construction design and cost estimating; communicate effectively, orally and in writing; establish and maintain effective working relationships with architects, engineers, contractors, and various public officials, including inspectors and administrators.
