Job Description

HOURLY RANGE: $31.82 - $39.60

NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

DISTINGUISHING FEATURES OF THE CLASS: The work involves performing clinical laboratory procedures and examinations requiring the exercise of limited independent judgement pursuant to applicable laws and regulations. This class differs from that of Clinical Laboratory Technologist by virtue of the limited scope of practice and limited exercise of independent judgment as permitted by licensure. The work is performed under the direct supervision of a Senior Clinical Laboratory Technologist or Chief Clinical Laboratory Technologist (in accordance with New York Code, Rules and Regulations, Title 10, Part 58-1.4). Supervision is not a function of this position. Does related work as required.

TYPICAL WORK ACTIVITIES:

Conducts examinations and analysis as permitted by licensure in clinical laboratory areas such as biochemistry and hematology;

Receives and prepares specimens for the performance of procedures by licensed staff on materials such as blood, urine and other body fluids;

Prepares various types of reagents and test solutions necessary to perform clinical laboratory functions;

Operates laboratory instrumentation; troubleshoots and may make repairs to instrument malfunctions under supervision from laboratory supervisor;

Communicates essential laboratory data to applicable healthcare providers in a prompt manner to optimize patient care;

Exercises care in handling potentially infectious biological specimens;

Performs other duties and projects as assigned by supervisory personnel.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of principles, practices, terminology and equipment as they relate to a clinical laboratory; working knowledge of quality control and quality assurance principles and practices as performed in a clinical laboratory; working knowledge of applicable laws, rules, regulations and accreditation standards as they relate to a clinical laboratory; ability to perform basic clinical laboratory testing, analysis and related work activities as permitted by licensure; ability to prepare clinical laboratory reagents and testing solutions; ability to operate, detect malfunctions in, make minor repairs to and maintain applicable clinical laboratory equipment; ability to exercise safety precautions specimens and in using clinical laboratory equipment; ability to understand and follow both oral and written instructions; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:

  • Possession of an Associate’s Degree* or higher degree in Clinical Laboratory Technician or related education that meets the standards set forth in Title 8, Article 165 of New York State’s Education Law and Subpart 79-15 of the Regulations of the Commissioner of Education; or:
  • Possession of a license or limited permit to practice as a Certified Clinical Laboratory Technician as issued by the New York State Education Department.

SPECIAL REQUIREMENTS:

Possession of a limited permit to practice as a Certified Clinical Laboratory Technician as issued by the New York State Education Department at time of initial appointment and possession of license within 24 months of permit issue and maintain license throughout duration of appointment; or:

Possession of a license to practice as a Certified Clinical Laboratory Technician as issued by the New York State Education Department at time of permanent appointment and maintenance throughout duration of appointment.
