The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.
The Certificate of Need Project Analyst reviews and analyzes Certificate of Need (CON) applications proposing new health services and prepares detailed written findings to conditionally approve or deny requests based on statutory criteria and regulations.
This position drafts written responses to provider inquiries regarding the applicability of CON requirements for planned health care transactions. Work includes monitoring the development and progress of approved CON projects and defending project decisions in administrative hearings. The role operates within the Healthcare Planning and Certificate of Need Section and supports statewide regulatory oversight of health service expansion.

The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.
The Healthcare Planning and Certificate of Need Section supports the North Carolina State Health Coordinating Council in the development of the annual State Medical Facilities Plan to make certain that health care facilities and medical equipment are developed only when needed.

Master's degree from an appropriately accredited institution in Health Administration, Public Health, Public Administration, Business Administration, Accounting, Juris Doctorate or Certified Public Accountant, and two years of experience in health care financing, health care administration, program evaluation, or closely related field
Bachelor's degree from an appropriately accredited institution and four years of the above experience
