Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Central/Southern Labor Relations Administrator. DCFS offers a competitive compensation plan, excellent benefits, and a pension program. Essential Functions

  • Serves as Central/Southern Region Labor Relations Administrator
  • Provides information and technical assistance to management staff regarding appropriate discipline measures and procedures, grievances, employee evaluations, proof status, collective bargaining contracts, interpretations of CMS rules and procedures, employee-related problems, etc.
  • Conducts third level grievance hearings
  • Serves as full line supervisor
  • Reviews procurement business case contracts (PBC's) to interpret the nature of work performed within the PBC's
  • Serves as the Department’s representative at various meetings relating to labor relations issues
  • Maintains and revises policies, procedures, handbooks, manuals, management training curriculum, etc.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in business or public administration.
  • Requires three years of progressively responsible administrative experience in a public or private organization in the area of labor relations.

Preferred Qualifications

  • 4 years of professional experience managing or performing labor relations functions in a public or business organization.
  • 3 years of professional experience interpreting and implementing collective bargaining agreements in a public or business organization.
  • 3 years of professional experience overseeing the implementation and application of human resources policies and procedures in a public or business organization.
  • 3 years of experience supervising professional human resources staff.
  • Completion of a bachelor’s degree in human resource management, business administration, or a business-related field.
  • 2 years of professional experience conducting training in the field of human resources.

  • Requires ability to travel in the performance of duties. Requires appropriate, valid driver's license.
