Title: Manager II, Custodial Services

Position Summary

Provides district-level leadership and oversight for custodial operations across assigned schools and facilities to support clean, safe, healthy, and well-maintained environments that support the District's educational mission.

Supervises Custodial Managers I and Skilled Trade Supervisors, develops and enforces District cleaning standards, manages the custodial budget, supplies, and equipment for assigned areas, and ensures compliance with District policies and applicable federal, state, and local health, safety, and environmental regulations. The position requires strong leadership, fiscal management, and analytical skills to support effective and consistent custodial operations.

Essential Job Duties

  • Supervises, evaluates, and develops Custodial Managers and, through subordinate supervisors, Skilled
  • Trade Supervisors, Head Custodians, and custodial staff.
  • • Develops, implements, and monitors District-wide custodial cleaning standards, work plans, staffing models,
  • and schedules, including overtime, to support effective custodial operations.
  • • Conducts and directs regular facility inspections using established inspection standards and tools; analyzes
  • results, identifies trends and deficiencies, and implements corrective action plans.
  • • Develops and monitors the custodial services budget for assigned areas; manages fiscal resources,
  • supplies, equipment purchasing, bids and quotations, and vendor and contracted service performance in
  • accordance with District procurement requirements.
  • • Establishes, implements, and enforces health and safety programs for custodial staff, including injury and
  • illness prevention, incident reporting and investigation, personal protective equipment, chemical safety,
  • bloodborne pathogens, ladder and fall safety, and emergency procedures.
  • • Ensures compliance with the District's Hazard Communication program, including chemical inventory, Safety
  • Data Sheets, labeling, and training; Bloodborne Pathogens Exposure Control Plan; personal protective
  • equipment requirements; lockout/tagout procedures; ladder and fall safety requirements; and emergency
  • evacuation and fire extinguisher requirements.
  • • Ensures custodial and maintenance staff receive required asbestos awareness training within established
  • timelines and annual refresher training and that custodial work practices comply with the District's AHERA
  • Asbestos Management Plan and Operations and Maintenance program.
  • • Maintains required training attendance records and certifications; organizes professional development for
  • Custodial Managers, Skilled Trade Supervisors, Head Custodians, and custodial staff, including onboarding,
  • equipment use, green and infection-control cleaning practices, and customer service
  • • Leads and coordinates custodial emergency response activities, including after-hours and weekend
  • response to severe weather, water intrusion, infectious disease, biohazard cleaning needs, and other facility related emergencies.
  • • Oversees work-order assignments and closeout, response-time performance, and equipment repair and
  • replacement; monitors performance metrics and provides reports and recommendations to senior
  • management.
  • • Responds to concerns from school administrators and District personnel regarding custodial services,
  • renovations, indoor air quality, and building-related issues.
  • • Builds and maintains strong relationships with principals and school personnel; resolves service concerns
  • and conducts conflict management activities as appropriate.
  • • Administers personnel-related activities in coordination with Human Resources, including hiring,
  • performance evaluations, progressive discipline, and attendance management; prepares reports, data
  • summaries, and recommendations for District leadership regarding staffing, budgets, equipment lifecycle,
  • and facility conditions.
  • • Performs additional duties as assigned.

Qualifications

  • • Bachelor's degree from an approved, accredited college or university preferred.
  • • Minimum of five (5) years of experience in custodial services, facilities management, or a closely related
  • environment required, including a minimum of three (3) years of supervisory or management experience.
  • • Experience in a K�12 school district preferred.
  • • A minimum of twelve (12) years of extensive work experience in technical/professional-level facilities
  • management, industrial hygiene, or a closely related field, including supervisory experience, may be
  • substituted for the educational degree requirement.
  • • APPA Certified Educational Facilities Professional (CEFP), ISSA Cleaning Management Institute (CMI)
  • certification or training, OSHA 30-Hour General Industry training, or EPA-approved asbestos training preferred.
  • • Valid driver's license required; must be insurable under the District's vehicle policy.

Knowledge, Skills, and Abilities

  • Thorough knowledge of the methods, materials, tools, equipment, and practices used in building maintenance,
  • floor care, infection prevention, and indoor air quality; Association of Physical Plant Administrators (APPA)
  • cleanliness and staffing standards; and standards of excellence established for all schools and centers in the
  • system.
  • • Knowledge of OSHA and related safety regulations; AHERA; chemical safety (Hazard Communication/GHS);
  • bloodborne pathogen precautions; and applicable District Board policies and administrative regulations.
  • • Skill in effective oral, written, and interpersonal communication; budgeting and cost estimation; analytical
  • thinking; decision making; record keeping; report preparation; problem solving; scheduling; and inventory
  • control.
  • skill in using technology (work-order/CMMS systems, spreadsheets, inspection software) to manage data and
  • communicate with various locations.
  • • Ability to plan, direct, and supervise the work of managers and other supervisors; evaluate performance;
  • prioritize assignments; and manage multiple tasks simultaneously.
  • • Ability to work with school administrators and custodial staff to ensure facilities are properly maintained and
  • have adequate supplies and equipment.
