Job Description

The 4-H Youth Development Resource Educator is an Association team member who will develop and deliver timely, relevant, and innovative programs for youth utilizing the application of research-based knowledge and leadership techniques. The educator develops leadership skills and engagement in parents and volunteers for leveraging the impact of the program with youth, families, and communities. The primary accountabilities include planning, organizing, leading, and evaluating the Association’s 4-H Youth Development Program, primarily for Seneca County stakeholders, including community clubs, 4-H school enrichment, 4-H after-school programs, 4-H special interest groups, and 4-H events.
The 4-H Youth Development Resource Educator will contribute to the program by:
• Identifying youth and community-based program needs and opportunities.
• Incorporating youth voice
• Organizing and leading projects and initiatives.
• Participating in district and state program teams, as necessary.
• Working with volunteers to leverage organizational and community resources to ensure program impact.
• Working with staff from CCE Associations and other agencies and organizations.
• Evaluating program outcomes and impacts.
• Preparing program reports as necessary.
• Representing the program and organization to internal and external audiences.
• Participating in the management team of the Association.

Required Qualifications

  • Master’s Degree in Youth Development, Education, Agriculture or related discipline.

  • Experience relevant to the position.

  • Experience of collaborating with schools, teachers and support staff.

  • Ability to clearly communicate (speak, read, and write proficiently) in English.

  • Ability to meet frequent travel requirements associated with this position.

  • Ability to work flexible hours, which may include evenings and/or weekends, as appropriate.

  • Ability and willingness to collaborate with diverse audiences and maintain cultural sensitivity.

  • Experience with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, Excel, PowerPoint, and ability to host meetings or classes via Zoom.

  • Ability to communicate effectively, clearly, and tactfully through verbal, written and electronic methods.

  • Ability and willingness to work with a high degree of integrity, accuracy, organization, sound professional judgment, and the ability to manage confidential, sensitive information.

Preferred Qualifications

  • 2 to 3 years of related work experience relevant to the role of the position.

  • Understanding of how Positive Youth Development is put into practice and evaluated.

  • Familiarity with the communities in which the work will take place and ability to utilize program resources within the communities.

  • Familiarity with a variety of program delivery methods to reach individuals and groups in youth audiences and ability to integrate positive youth development principles into educational activities.

Position Responsibilities & Essential Functions


Program Responsibilities


Program Assessment – 15%

  • Apply subject matter knowledge to identify gaps and trends in the community involving youth, parents, volunteers, and other youth-serving community organizations.

  • Develop program needs assessment to ensure that and strategic plans of the Association are being satisfied.

  • Analyze 4-H youth development program needs for all delivery models including clubs, independent members, school enrichment, afterschool, and special events taking note of established and emerging opportunities, especially in STEM, Agriculture and Sustainable Food Systems including Animal Science, Civic Engagement, and Healthy Living.

  • Make recommendations for programmatic offerings, enhancements, or improvements.

  • Ensure program assessment is within scope of the plan of work.

Program Development – 20%

  • Apply positive youth development knowledge to develop educational strategies.

  • Create innovative educational programs to meet local needs.

  • Research, identify and select appropriate educational and community resources required for existing and emerging programs and initiatives.

  • Select, adapt, and utilize program materials and curricula from approved CCE sources or apply in-depth knowledge to develop program materials to address participants’ needs.

  • Interpret Association program direction based on feedback provided by stakeholders and peers to create educational programs.

  • Structure programs to meet the need of diverse program participants.

  • Ensure program development is within the scope of Plans of Work.

  • Establish and maintain linkages with Cornell faculty and other subject matter specialists for program guidance, particularly in Agriculture and Sustainable Food Systems, STEM, Civic Engagement, Healthy Living, and varied delivery models.

Program Delivery – 30%

  • Provide youth development programs to the Seneca County community and foster acceptance of programs, methods, and policies.

  • Provide volunteer support including presentations, workshops, seminars, conferences, individual consultations, electronic and digital media for purposes of training and engagement.

  • Ensure program delivery is within the scope of the Plan of Work

  • Serve as youth development expert to staff and stakeholders.

  • Conduct educational programs to impact audiences by utilizing a variety of educational methodologies.

  • Seek opportunities for program engagement with Cornell statewide programs.

  • Establish and maintain linkages with Cornell and other approved subject matter specialists for program delivery guidance.

  • May be involved in multi-county and/or state team efforts to deliver educational programming.

  • Utilize a variety of proven educational and system change methodologies in planning for the sustainability of implemented strategies.

  • Apply youth development subject matter knowledge in collaboration with other content area educators (nutrition, agriculture, horticulture, natural resources, etc.) to create lesson plans and adapt approved curricula and materials to deliver education programming.

  • Foster acceptance of the NYS and National 4-H, methods, and policies to address needs and consider diverse audiences.

  • Represent the Association and CCE before the public, program participants, community leaders, government officials, Cornell, or other land grant universities as part of the program delivery in a professional manner at all times.

  • Work with teachers, school staff, and other youth serving organizations, providing approved evidenced based curriculum, education, professional advice and assistance.

  • Provide educational program efforts via mass media including contributing articles to the newsletter, utilizing emails, phone messages, social media, and website postings

Program Evaluation – 10%

  • Use positive youth development knowledge to create program evaluation tools.

  • Interact with youth, leaders, volunteers, and community members to collect evaluation data for improving programs.

  • Analyze and evaluate programs and communicate results, findings, and recommendations to make improvements.

Administrative Responsibilities:

Direction – 10%

  • Develop educational strategies and structure to meet the needs of youth involved in after-school programs, school enrichment, 4-H community clubs, and special interest groups; focusing on STEM, Agriculture and Sustainable Food Systems including animal science, Civic Engagement including public speaking and leadership development, and Healthy Living.

  • May assist in developing and/or enhancing/expanding relationships with appropriate agencies, organizations, industries, and community leaders for program.

  • May plan effective strategic external and internal program communication/marketing efforts.

  • May provide input to the planning of program area budget based on needs.

  • May provide moderately complex administrative tasks in planning for mass media efforts related to program.

Management – 5%

  • Monitor program to ensure that educational content conforms to research base, policies and objectives of the Association.

  • May assist in solving problems and resolving conflicts that arise in the program/function, utilizing appropriate policies and procedures.

  • Support Volunteer Management, including Volunteer Involvement Policy and Procedure.

  • Monitoring income/expense to ensure the spending is within budget constraint, seek guidance from the Executive Director for identifying and managing operating variances to accomplish program objectives.

  • Provide supervision to 4-H Program Educator.

  • Provide guidance to 4-H Afterschool Program Staff.

  • Assist in the management responsibilities of the association, as assigned.

Coordination/Operation – 5%

  • Prepare reports demonstrating program progress, accomplishments, and the impact on the community in a timely manner.

  • Routinely communicate with 4-H Staff, Executive Director, and other Program area staff.

  • Effectively maintain professional relationships with schools, other agencies, and organizations to promote effective communication and facilitate 4-H Positive Youth Development programming efforts.

  • Collect program evaluation and program needs assessment data based on approved framework.

  • Represent the 4-H program and Association at community functions and meetings or as requested.

  • Participate in Association 4-H volunteer recruitment and development.

  • Perform general coordination activities including but not limited to attending staff meetings, timely reporting of expenses, collaborating with other staff, and general marketing of extension programs.

  • Maintain extreme confidentiality of information, participant information and data collected, accessed and/or maintained.

  • Provide input for the development of written marketing materials to highlight program(s).

  • Prepare and submit accurate expense reports, mileage reports, receipts/supporting documentation, and/or vouchers in a timely manner per established policy and procedures.

  • Submit appropriate grant or other funding proposals, including financial documentation that may be required.

  • Contribute to the fulfillment of relevant grants and contracts.

  • Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board, and others as requested.

  • Transport self and/or program materials/resources in performing position responsibilities.

Professional Improvement and Other Duties as Assigned – 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.

  • Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.

  • Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.

  • Perform assignments and other duties as assigned by supervisor, including but not limited to local fairs, community activities, etc.

  • Collaborate in activities that are in broad support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, collaborating with other staff, general marketing of Cooperative Extension programs and other duties as assigned.

  • Maintain regular and predictable attendance and punctuality.

Position Details

This is a full-time (40h/week) exempt position. Compensation paid at the rate of $62,353.20 annually. Excellent benefits, based on eligibility, including:
