Tangentyere Council Aboriginal Corporation (TCAC) is a community-controlled

Public Benevolent Institution delivering human services and social enterprise activities for

the benefit of Aboriginal people from the Alice Springs Town Camps, Urban Alice Springs

and Central Australia.

The Community Centres Division (CCD) provides innovative, unique, place-based programs that support Aboriginal children (0-5 years), school age children (6-12 years), youth (12-18 years), families and kin to achieve positive outcomes in community safety, education, and wellbeing.

The Community Centres Division’s On-Country Learning stream includes the following programs/activities:

Junior Rangers

The Junior Rangers initiative is a re-engagement program designed to support young people who have become disconnected from education by offering them a culturally responsive program of educational activities focused on Science, Maths and Indigenous Languages and Culture (ILC) to help them reconnect with learning and explore pathways to employment. This model offers bush trips, camps and On-Country activities that connect young people to culture, language, and traditional knowledge under the guidance of elders and cultural leaders. These experiences celebrate Aboriginal culture and Indigenous ecological knowledge while making education more meaningful and culturally relevant. The program also focuses on pathways into Ranger work and environmental resource management, providing hands-on experience that leads to jobs aligned with cultural values and community need.

Land and Learning

The Land & Learning Town Camp Program facilitates two-way science education for young people and collaboratively produces resources targeted to these communities.

The Land and Learning program, which has run for 21 years on remote Indigenous communities, supports the teaching of Indigenous ecological knowledge and links this to Western science. The program currently works alongside several remote schools to increase capacity for on-Country learning in schools.

Indigenous Youth Connection to Culture

The Tangentyere Indigenous Youth Connection to OUR Culture Program facilitates cultural activities that have been co-designed with Town Camp cultural knowledge experts and youth. The program supports opportunities that strengthen connection to Country, Culture, Language, Clan, and Family through daytrips, overnight country visits, reflection, documentation and follow up back in the Town Camps. Stronger cultural connection contributes to protective factors including strengthened resilience through pride in identity, improved self-esteem and strengthen positive connection with family, community, and elders.

The On-Country Learning Coordinator is responsible for the comprehensive management of the On-Country Learning stream, including programming, staff supervision, and administrative functions. As such, a thorough understanding of mapping and applying learning outcomes against education curriculum and land management practices is required. This role goes beyond project coordination and requires accountability for operational delivery, reporting, and continuous improvement. The Coordinator will independently develop budgets, implement and review work practices and procedures, and apply co-design principles to ensure culturally responsive engagement. They will analyse program performance, evaluate effectiveness based on feedback, and exercise sound judgment within delegated authority.

As part of your role, you will be working with children, people with a disability and people who are vulnerable. It is your obligation to always ensure their safety and report any concerns in line with our duty of care obligations. We have zero tolerance when it comes to abuse of any kind and will take disciplinary action, including and up to termination of employment, should we determine that abuse has taken place or there has been a failure to report any suspected or alleged abuse.

Responsibilities

• Coordination and responsibility for the management of On-Country learning programs, including the Junior Ranger program, Land and Learning and Indigenous Youth Connection to Culture.

• Support Project Officers to co-design program content with Aboriginal Cultural Knowledge holders to ensure development, delivery, and evaluation of relevant programs, with focus on school attendance, youth engagement and program completions.

• Establish community-based partnerships between schools, VET training providers, Indigenous Community Rangers, National Parks Rangers, Traditional Owners and Aboriginal Cultural Knowledge Holders.

• Ensure reporting requirements and project deliverables are met.

• Ensure compliance, monitoring and review of statutory requirements and responsibilities.

• Provide high level leadership and support to On-Country Learning staff and resources, to achieve organisational, strategic, and operational objectives.

• Assist with achieving quality management objectives across the organisation.

• Assist with achieving safeguarding objectives across the organisation.

• Assist with achieving compliance objectives across the organisation.

• Other reasonable duties as required.

Qualifications and Selection Criteria

Required

• Qualification and a minimum of three years demonstrated experience in education, workplace training, land management, community development, cultural or linguistics studies, project management, program coordination or relevant discipline.

• Demonstrated ability to undertake complex tasks together with high-level conceptual and analytical skills, working in a cross-cultural context.

• Knowledge of mapping and applying learning outcomes against education curriculum and land management practices.

• Demonstrated ability to comply with reporting and project deliverable requirements set by contracts.

• Demonstrated ability and/or knowledge of grant application processes.

• Thorough knowledge of relevant existing service providers and funding bodies within the Northern Territory.

• Ability to undertake senior-level negotiations, and to build and maintain effective relationships with key stakeholders (internal and external).

• High-level strategic and operational skills in program development, planning, implementation, and management.

• Demonstrated ability to manage a team of staff.

• Strong oral, written communication, and computer application skills.

• First Aid Certificate.

• Current NT Drivers Licence, Working with Children’s (Ochre) Card, satisfactory Police Check, and proof of up-to-date vaccination against COVID19.
