We are looking for a Certified Community Behavioral Health Clinic (CCBHC) Rates and Sustainability Policy Advisor - Term Limited for the Behavioral Health Benefits (BHB) Section of the Office of Medicaid & CHP Behavioral Health Initiatives and Coverage (BHIC)!
BHIC administers and oversees performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. BHIC plays an instrumental role in achieving the mission of HCPF to improve access to cost-effective, quality health care services for Coloradans. The BHB Section of BHIC oversees cohesive development, alignment, and sustainability of benefits across the behavioral health continuum of care. This section provides strategic direction, integration, and oversight for high-acuity and complex behavioral health Medicaid benefits to ensure that individuals experiencing behavioral health crisis or complex needs have coordinated access to appropriate services in the least restrictive setting, while maintaining fiscal integrity and alignment with federal and state authorities

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. What You’ll Be Doing as CCBHC Rates and Sustainability Policy Advisor:
Subject matter expert on initiatives to support PPS sustainability, reimbursement methodologies, provider financial accountability, and rate setting within the CCBHC and Behavioral Health Safety Net models, conveying best practices, identifying situations where potential policy or program conflicts with existing regulation, and helping facilitate solutions to conflicts.
Advise management on new policies or programs across the Department that support or interact with CCBHC, PPS, provider sustainability, and reimbursement models within this position’s area of expertise.
Review and provide input on proposed legislation for fiscal impact assessment and implementation plan development.
Solicit participation and responds to written and verbal inquiries from providers, clients, and stakeholders; assesses current and future benefit policies to meet the Department’s expectations for a high level of efficient and economic use of Department and State resources.
Research the impact of policy decisions including client, provider, budgetary, operational, and legal ramifications.
Develop and track key milestones related to PPS implementation, provider financial monitoring, sustainability initiatives, accountability requirements, and Demonstration financing activities.
Guide efforts to standardize and document PPS methodologies, cost reporting processes, financial monitoring activities, accountability requirements, and sustainability planning efforts.
Work with external stakeholders to collect and analyze input related to reimbursement methodologies, prospective payment systems (PPS), financial sustainability initiatives, cost reporting activities, and Demonstration financing requirements.
Support special projects, strategic initiatives, and implementation activities related to the CCBHC Demonstration, behavioral health services, and Department priorities.
Other duties as assigned.
This is a term-limited position with funding through June 30, 2031.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Six (6) total years of professional experience in finance, healthcare administration, public administration, or an occupational field closely related.
Option 2:
Education and Experience:
Bachelor's degree from an accredited institution in Public Policy, Finance, Healthcare Administration, or a field of study related to the work assignment
AND
two (2) years of professional experience in finance, healthcare administration, public administration, or an occupational field closely related.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associates will count as two years of experience
A bachelors will count as four years of experience
A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience
