Job Description

TITLE: Cash Transfer Officer- EFASS Project Opening to: South Sudan national

TEAM/PROGRAMME:

LOCATION: Torit & Magwi GRADE 4

CONTRACT LENGTH: 12months (with possibility of extension)

CHILD SAFEGUARDING: (select only one)

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Save the Children International, SCI, seeks to recruit a Cash Transfer Officer based in Torit to support the implementation of cash and voucher assistance interventions under the Education For All in South Sudan, EFASS, Project The role will contribute to improving equitable access to education and learning outcomes for vulnerable children and households, particularly girls, children with disabilities, IDPs, returnees, and other marginalized groups.

SCI is a key consortium partner in the EFASS programme, a UK Foreign, Commonwealth and Development Office, FCDO-funded initiative aimed at reducing learning poverty and improving access to quality, inclusive, and resilient education for the most vulnerable children in South Sudan. Implemented in partnership with the Ministry of General Education and Instruction, MoGEI, and other consortium partners, EFASS supports learning recovery, foundational learning, gender equality, and inclusion through both formal and non-formal education pathways.

The Cash Transfer Officer will support the planning, registration, verification, distribution, monitoring, accountability, and documentation of education-linked conditional cash transfers, CCTs, under the EFASS Project. The role holder will work closely with education teams, MEAL, community mobilisers, schools, PTAs, SMCs, Disability Inclusion Facilitators, local authorities, financial service providers, and consortium partners to ensure safe, transparent, inclusive, and accountable delivery of cash assistance

SCOPE OF ROLE:

Reports directly to: Cash Transfer Coordinator- EFASS Project & dotted reporting line to Program Manager.

Staff reporting to this post Accountability Assistant & Community Mobiliser.

Budget Responsibilities: No direct budget holder responsibility, but supports activity budget tracking, expenditure documentation, and field-level compliance.

Role Dimensions

The Cash Transfer Officer will be responsible for supporting the day-to-day implementation of cash for education activities under the EFASS Project in Torit and targeted counties. The role will focus on beneficiary targeting, registration, verification, cash distribution support, attendance monitoring, post-distribution monitoring, accountability, safeguarding, reporting, and coordination with community and government structures.

The role holder will support rapid response and early recovery activities, including cash distributions to vulnerable households, IDPs, returnees, girls, and children with disabilities. The Officer will contribute to a community-based approach by supporting integrated planning and close coordination with internal teams, including Education, MEAL, Partnership, Finance, Supply Chain, Community Mobilisation, and Safeguarding, as well as external stakeholders including schools, PTAs, SMCs, OPDs, local authorities, NGOs, UN agencies, WFP, and other relevant coordination structures at field level.

KEY AREAS OF ACCOUNTABILITY :

Key Roles and Responsibilities:

  1. Programme Implementation and Technical Support
  • Support the planning, implementation, monitoring, and documentation of EFASS education-linked cash transfer activities in targeted locations.
  • Ensure cash transfer activities are implemented in line with EFASS programme design, SCI policies, donor requirements, approved workplans, SOPs, and humanitarian cash transfer standards.
  • Support field-level implementation of cash transfer activities, including community sensitisation, beneficiary registration, verification, distribution, monitoring, and follow-up.
  • Provide day-to-day support to community mobilisers, school structures, PTAs, SMCs, and community volunteers involved in cash transfer implementation.
  • Identify implementation challenges and report them to the line manager with practical recommendations for improvement.
  • Contribute to field-level learning and adaptation of the cash transfer model based on feedback from beneficiaries, schools, communities, and monitoring findings.
  1. Beneficiary Targeting, Registration and Verification
  • Support the identification, registration, and verification of eligible beneficiaries, including girls, children with disabilities, and vulnerable households, using agreed EFASS targeting criteria.
  • Participate in community-led targeting processes involving PTAs, SMCs, Disability Inclusion Facilitators, local authorities, community leaders, OPDs, and school representatives.
  • Support disability-sensitive targeting approaches, including the use of Washington Group Questions and engagement with Organisations of Persons with Disabilities.
  • Ensure beneficiary data is accurately collected using Kobo Collect or other approved digital platforms.
  • Support regular verification exercises to confirm beneficiary eligibility, school enrolment, attendance, and participation.
  • Identify and report inclusion and exclusion errors and support corrective actions in consultation with the Education Programme Manager and relevant technical teams.
  • Ensure beneficiary information is handled confidentially and stored securely in line with SCI data protection standards.

  1. Cash Transfer Delivery and Compliance
  • Support the preparation and implementation of cash transfer distribution activities in coordination with financial service providers, schools, consortium partners, and local authorities.
  • Assist in ensuring that cash distributions are timely, transparent, safe, dignified, and accountable.
  • Support beneficiary mobilisation, distribution site preparation, verification, crowd management, documentation, and reconciliation during cash disbursement.
  • Ensure cash transfer activities follow approved Standard Operating Procedures, SOPs, and SCI compliance requirements.
  • Monitor adherence to programme eligibility and soft conditionality requirements, including enrolment, attendance, and participation in learning and wellbeing activities.
  • Support the work of Education Transfer Management Committees, ETMCs, at county and community levels where applicable.
  • Identify and report risks related to fraud, informal taxation, duplication, safeguarding, exclusion, or misuse of programme resources.
  • Support the implementation of fraud prevention, beneficiary verification, and safeguarding measures throughout the cash delivery cycle.
  1. Monitoring, Accountability and Learning
  • Support post-distribution monitoring, PDM, activities to assess beneficiary satisfaction, transfer utilization, safety, protection risks, and education-related outcomes.
  • Collect accurate monitoring data using Kobo Collect, ODK, CommCare, or other approved digital tools.
  • Support data cleaning, verification, and preliminary analysis in collaboration with MEAL and programme teams.
  • Monitor agreed indicators related to education expenditure, school attendance, learner retention, absenteeism, and beneficiary satisfaction.
  • Support implementation of community feedback and complaint response mechanisms, including receiving, recording, referring, and following up complaints in line with SCI procedures.
  • Report safeguarding concerns, fraud risks, informal taxation, community tensions, or operational challenges promptly through appropriate channels.
  • Contribute to learning reviews, after-action reviews, programme reflection meetings, and documentation of good practices.
  1. Attendance Monitoring and Learner Retention
  • Support systems for tracking learner enrolment, attendance, retention, and participation using Kobo Collect and other approved platforms.
  • Work with schools, PTAs, SMCs, teachers, community mobilisers, and volunteers to identify learners at risk of dropping out.
  • Support household follow-up visits for learners with persistent absenteeism or other barriers to education.
  • Ensure absenteeism cases are handled through supportive case management, household engagement, and barrier assessment rather than punitive exclusion from programme benefits.
  • Promote the use of attendance and participation data to inform programme improvement and learner support.
  • Support referral of children and households requiring additional protection, education, disability inclusion, or psychosocial support services.
  1. Coordination and Stakeholder Engagement
  • Maintain effective working relationships with State Ministries of Education, County Education Departments, schools, PTAs, SMCs, OPDs, local authorities, community leaders, and consortium partners.
  • Participate in field-level cash transfer coordination meetings, education meetings, technical working groups, and stakeholder engagements as assigned.
  • Support coordination with IRC and other consortium partners to ensure harmonised implementation of EFASS cash transfer activities.
  • Facilitate community engagement sessions to strengthen transparency, accountability, ownership, and understanding of programme objectives.
  • Support communication with beneficiaries and communities on targeting criteria, payment schedules, complaint mechanisms, safeguarding standards, and programme expectations.
  • Represent SCI professionally at field level and maintain constructive relationships with all stakeholders.
  1. Reporting and Documentation
  • Prepare timely field activity reports, distribution reports, verification reports, monitoring updates, and monthly progress reports.
  • Maintain accurate and up-to-date beneficiary records, attendance data, verification forms, distribution lists, complaint records, and PDM documentation.
  • Support the preparation of donor reports, internal programme updates, case studies, success stories, and learning products.
  • Document lessons learned, challenges, risks, best practices, and innovations to inform programme adaptation and future scale-up.
  • Ensure all documentation is complete, accurate, confidential, and properly filed in line with SCI procedures.
  • Support the Education Programme Manager and technical teams in compiling evidence for programme reviews, evaluations, audits, and learning events.
  1. Safeguarding, Protection and Risk Management
  • Ensure all cash transfer activities are implemented in line with SCI safeguarding, child protection, disability inclusion, gender equality, accountability, and do-no-harm standards.
  • Promote safe, inclusive, dignified, and accessible participation of all eligible learners and households.
  • Identify and report protection, safeguarding, operational, fiduciary, and community risks associated with cash transfer implementation.
  • Ensure children, caregivers, and communities are informed about safeguarding standards, complaint channels, and expected staff conduct.
  • Support mitigation measures to reduce risks of fraud, exploitation, abuse, exclusion, discrimination, or harm.
  • Maintain confidentiality when handling beneficiary data, complaints, and safeguarding-related information.

ACADEMIC QUALIFICATIONS

Diploma preferred Bachelor's degree in Development Studies, Economics, Education, Social Sciences, Community Development, Business Administration or a related field. Master's degree in Development Studies, Economics, Education, Social Protection, Public Administration, or related discipline is an added advantage.

Work Experience

Essential

  • Minimum of 3 years’ progressive experience in humanitarian or development programming, with at least 2 years of direct experience supporting Cash and Voucher Assistance, CVA, Conditional Cash Transfers, CCTs, social protection, education incentives, livelihoods, or community-based programmes.
  • Experience supporting beneficiary targeting, registration, verification, cash distribution, post-distribution monitoring, accountability mechanisms, and data collection.
  • Experience working with government institutions, schools, community structures, NGOs, UN agencies, financial service providers, and local authorities.
  • Experience using digital data collection tools such as Kobo Collect, CommCare, ODK, or similar platforms.
  • Good skills in field planning, coordination, documentation, monitoring, reporting, and stakeholder engagement.
  • Ability to support beneficiary databases and cash transfer documentation while maintaining accuracy, confidentiality, compliance, and accountability.
  • Good communication, facilitation, and interpersonal skills.
  • Ability to work effectively with diverse stakeholders, including children, caregivers, teachers, community leaders, local authorities, and partner organisations.

Desirable

  • Training or certification in Cash and Voucher Assistance, CaLP/CALP Network, Social Protection, Project Management, Monitoring and Evaluation, Financial Inclusion, or related areas.
  • Experience implementing education-linked cash transfers, school grants, social safety nets, or child-focused social protection programmes.
  • Experience working with disability-inclusive programming and gender-sensitive or gender-transformative approaches.
  • Previous experience with FCDO, ECW, UNICEF, WFP, World Bank, SCI, IRC, or other large donor-funded programmes.
  • Knowledge of South Sudan’s education system, community structures, and humanitarian coordination mechanisms.
  • Knowledge of safeguarding, accountability to affected populations, data protection, and protection mainstreaming.
