TITLE: Cash Transfer Coordinator- EFASS Project Opening to: South Sudan national

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Save the Children International (SCI) seeks to recruit a Cash Transfer Coordinator based in Torit to provide technical leadership and oversight for cash and voucher assistance interventions that support equitable access to education and improved outcomes for vulnerable children and households. SCI .is a key consortium partner in the Education For All in South Sudan (EFASS) programme, a UK Foreign, Commonwealth and Development Office (FCDO)-funded initiative aimed at reducing learning poverty and improving access to quality, inclusive, and resilient education for the most vulnerable children in South Sudan. Implemented in partnership with the Ministry of General Education and Instruction and other consortium partners, EFASS supports learning recovery, foundational learning, gender equality, and inclusion through both formal and non-formal education pathways.

Role Dimensions
The Cash Transfer Coordinator is responsible for cash for education under EFASS project based in Torit, the role should focus on technical leadership, targeting, delivery oversight, accountability, compliance, monitoring, and coordination of the education-linked conditional cash transfer (CCT) component. The role holder will support the implementation of rapid response activities, including Cash distributions, as well as early recovery programmes such as providing cash intervention to a large number of IDPs / returnees. The staff will contribute to furthering a community based approach, including integrated planning, implementation and close coordination with internal (such as MEAL, Partnership and Community Mobilisation and Monitors) and external stakeholders (partners, TAs and technical working groups, State and County level government departments, local and International NGOs, UN Agencies, WFP at implementation location).
KEY AREAS OF ACCOUNTABILITY :
Key Roles and Responsibilities
Programme Management and Technical Leadership
- Lead the planning, implementation, monitoring, and quality assurance of EFASS education-linked cash transfer activities across targeted counties.
- Ensure cash transfer programming is delivered in accordance with EFASS programme design, donor requirements, SCI policies, and humanitarian cash transfer standards.
- Provide technical support and capacity strengthening to field teams, partners, and community structures involved in cash transfer implementation.
- Contribute to the continuous improvement and adaptation of the cash transfer model based on implementation evidence and learning.
Beneficiary Targeting, Registration and Verification
- Oversee the identification, registration, and verification of eligible girls and children with disabilities using agreed programme targeting criteria.
- Ensure disability-sensitive targeting approaches, including the use of Washington Group Questions and engagement with Organisations of Persons with Disabilities (OPDs).
- Support community-led cash transfer targeting processes involving PTAs, School Management Committees (SMCs), Disability Inclusion Facilitators (DIFs), local authorities, and community leaders.
- Ensure beneficiary registration data is captured accurately through Kobo Collect and maintained in secure programme databases.
- Monitor inclusion and exclusion risks and coordinate regular verification exercises and targeting reviews.
Cash Transfer Delivery and Compliance
- Coordinate all cash transfer distribution processes in collaboration with financial service providers, consortium partners, schools, and local authorities.
- Ensure timely, transparent, safe, and accountable cash disbursements in accordance with approved Standard Operating Procedures (SOPs).
- Monitor compliance with programme eligibility and soft conditionality requirements, including enrolment, attendance, and participation in learning and wellbeing activities.
- Work closely with Education Transfer Management Committees (ETMCs) at county and state levels to strengthen governance and oversight of cash transfer implementation.
- Ensure fraud prevention, beneficiary verification, and safeguarding measures are effectively implemented throughout the delivery cycle.
Monitoring, Accountability and Learning
- Lead cash transfer post-distribution monitoring (PDM) activities to assess transfer utilization, beneficiary satisfaction, protection risks, and programme outcomes.
- Contribute to the analyse monitoring data and provide recommendations for improving targeting, transfer effectiveness, accountability, and programme impact.
- Monitor adherence to agreed thresholds related to education expenditure, absenteeism, and programme performance indicators.
- Support implementation of community feedback and complaint response mechanisms and ensure concerns are addressed promptly.
- Monitor and report on informal taxation, fraud risks, safeguarding concerns, and other implementation challenges.
Attendance Monitoring and Learner Retention
- Oversee systems for tracking learner enrolment, attendance, retention, and participation using Kobo Collect and other approved digital platforms.
- Coordinate with schools, PTAs, SMCs, and community volunteers to identify learners at risk of dropping out.
- Ensure persistent absenteeism triggers supportive case management, household follow-up, and barrier assessments rather than punitive exclusion from programme benefits.
- Promote the use of attendance and participation data for programme improvement and learner support.
Coordination and Stakeholder Engagement
- Maintain effective working relationships with MoGEI, State Ministries of Education, County Education Departments, local authorities, OPDs, schools, and consortium partners.
- Represent SCI in cash transfer coordination forums, technical working groups, and relevant stakeholder meetings.
- Support coordination with IRC and consortium partners to ensure harmonised implementation of EFASS cash transfer activities across programme locations.
- Facilitate regular engagement with communities to strengthen transparency, accountability, and programme ownership.
Reporting and Documentation
- Prepare high-quality monthly, quarterly, and ad hoc reports on cash transfer implementation, challenges, risks, and achievements.
- Maintain accurate beneficiary records, distribution reports, verification data, and monitoring documentation.
- Document lessons learned, best practices, and innovations to inform programme adaptation and future scale-up.
- Contribute to donor reporting, programme reviews, evaluations, and learning events.
Safeguarding, Protection and Risk Management
- Ensure all cash transfer activities are implemented in accordance with SCI safeguarding, child protection, disability inclusion, gender equality, and accountability standards.
- Identify and mitigate operational, fiduciary, protection, and safeguarding risks associated with cash transfer implementation.
- Promote safe, inclusive, and dignified access to programme benefits for all eligible learners.

ACADEMIC QUALIFICATIONS
- Bachelor's degree in Development Studies, Economics, Education, Social Sciences, Community Development, Business Administration, Project Management, Humanitarian Studies, or a related field. or Master's degree in Development Studies, Economics, Education, Social Protection, Public Administration, Humanitarian Assistance, or a related discipline.
Work Experience
Essential
- Minimum of 5 years' progressive experience in humanitarian and development programming, with at least 3 years of direct experience managing Cash and Voucher Assistance (CVA), Conditional Cash Transfers (CCTs), social protection, education incentives, or livelihoods programmes.
- Demonstrated experience in beneficiary targeting, registration, verification, cash distribution, post-distribution monitoring (PDM), accountability mechanisms, and data management.
- Experience working with government institutions, schools, community structures, NGOs, UN agencies, and financial service providers.
- Experience using digital data collection and management platforms such as Kobo Collect, CommCare, ODK, or similar systems.
- Strong skills in programme planning, coordination, reporting, monitoring, and stakeholder engagement.
- Proven ability to manage large-scale beneficiary databases and cash transfer operations while ensuring compliance, accountability, and safeguarding standards.
- Excellent communication, facilitation, and interpersonal skills with the ability to work effectively with diverse stakeholders.
Desirable
- Professional certification in Cash and Voucher Assistance (CaLP), Social Protection, Project Management, Monitoring & Evaluation, or Financial Inclusion.
- Experience implementing education-linked cash transfers, social safety nets, school grants, or child-focused social protection programmes.
- Experience working with disability-inclusive programming and gender-transformative approaches.
- Previous experience with FCDO, ECW, UNICEF, WFP, World Bank, SCI, IRC, or other large donor-funded programmes.
- Knowledge of South Sudan's education system, community structures, and humanitarian coordination mechanisms.
