Organizational Context and Scope

Sudan is at the centre of migration routes from the Horn of Africa and West Africa towards North Africa and onwards to Europe and the Middle East. In line with IOM’s mandate, IOM Sudan works to uphold the human dignity and well-being of migrants and to advance the understanding of migration issues in the region.

As part of its Migrant Protection (MPx) programme, IOM Sudan provides assistance to vulnerablemigrants transitingthrough,strandedorlivinginSudanwitharangeofdirectassistance services. Such services, including medical assistance, psychosocial support, foodand non-food items and assisted voluntary return and reintegration (AVRR) to the migrants’countries of origin, are provided at IOM’s Migrant Resource and Response Centre (MRRC) in different states. The first MRRC was established in 2015 in Khartoum. BuildingonthesuccessofthisMRRC,IOMSudanopenedaMigrantResourceCentre(MRRC)inGedaref and Kassala states in March 2019 and in June 2021 respectively. Following the war in April 2023 and as a result of multiple displacements of migrants into other states in Sudan, two more MRRCs have been launched in Port Sudan and Dongola in 2025. TheseMRRCs, in addition to providing critical life savings support withing their premises, continue toprovidedirectassistancetovulnerablemigrantsthroughreferraltopartners and in coordination with the relevant local authorities and carrying out outreach assistance in the areas where migrants do not have access to travel. These centres also serve as an informationandcoordinationhubformigrantcommunitiesinthe state.

Under the overall supervision of the Programme Manager (Migrant Protection - MPX) and the direct supervision of the MRRC Senior Program Associate, and in close coordination with relevant colleagues at IOM Sudan and Kassala MRRC partners, the successful candidate will be responsible of:

  1. Assist in consolidation and scale-up of the MRRC operation in Kassala state. This includes supporting the process to identify IOM’s referral partners to provide assistance to vulnerable migrants and engage with migrant communities in the state to garner their support for the MRRC Kassala activities.

  2. Carry out interviews with vulnerable migrants including potential victims of trafficking who visit the MRRC Kassala or are referred to the MRRC from its partners and refer eligible beneficiaries to relevant MRRC partners as required.

  3. Follow up with MRC beneficiaries, including follow-up on the assistance provided by partners through effective liaison as required.

  4. Assist with organizing awareness sessions at the MRRC and offsite, covering topics such as MRRC services, MHPSS, GBV prevention, PSEA, and safe migration.

  5. Assist the provision of AVRR and Voluntary Humanitarian Return (VHR) for the migrants stranded in the state through communication with the MRRC AVRR team in Khartoum and necessary coordination with the local authorities. Besides assisting with migrant escorts by land and airport.

  6. Assist in providing humanitarian assistance including food and non-food items support to the migrants in administrative detention in the state in coordination with the relevant authorities and under the guidance of the Senior Programme Associate.

  7. Compile a case report for each beneficiary and prepare statistical reports and analysis, while adhering to IOM data protection standards.

  8. Collect and record of beneficiary data and manage case files and create new case files when required.

  9. Identify, codify and share best practices and lessons learned in direct assistance to vulnerable migrants with the Programme Manager and other relevant colleagues.

  10. Participate in the State Sub-Sector coordination meetings (GBV & Child Protection) as IOM representative. To present the MRRC intervention and disseminate best practices and lessons learned in providing direct assistance to vulnerable migrants, in collaboration with the MPX team and other relevant colleagues.

  11. Carry out administrative tasks of the MRRC including organization of community events, information sessions and workshops with different stakeholders.

  12. Undertake duty travels and field visits as required

Required Qualifications and Experience

Education

  • High School diploma with four years of relevant experience; or,

  • University degree in Social Work, Psychology, Counselling or a related field from an accredited academic institution with two years of relevant professional experience

Experience

  • Experience in working directly with vulnerable groups, such as IDPs, migrants or victims of trafficking, preferably with UN agencies, other international organizations, international or local NGOs.

    • Knowledge or practical experience with protection mechanisms, MHPSS support, social work and case management are a distinct advantage.

    • Experience in community engagement activities.

    • Knowledge of or experience in working on migration issues and/or with vulnerable migrants in Red Sea or States in Sudan is a distinct advantage.

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, Fluency in English and Arabic is required. Knowledge of Hausa or Amharic/ Tigrinya can be an advantage
