
Case Management Supervisor (Human Services Coordinator II)

The Department of Mental Health (DMH) is seeking a dynamic, professional, and experienced Human Services professional to orient, train, and provide direct supervision to Human Service Coordinator I (HSC I) staff. The Human Services Coordinator II (HSC II) assigns individuals referred for case management to HSC I staff and oversees the provision of appropriate, quality care; monitors treatment and rehabilitation progress; provides oversight of case management services to ensure compliance with DMH Regulations, policies, and procedures; functions as liaison to and provides consultation to DMH inpatient facilities, community hospitals, and service providers (DMH and non DMH). The selected candidate will also function as contract monitor for DMH funded services. Our ideal candidate will be responsible for promoting DMH’s philosophy of recovery, trauma informed care, person centered choices and cultural humility.
Please Note: This position is 40 hours per week. The incumbent will work on the first shift, Monday through Friday from 8:30 a.m. to 5:00 p.m. The days off will be Sunday and Saturday.
Duties and Responsibilities (these duties are a general summary and not all inclusive):Provides direct case supervision and consultation to case managers by meeting on a regular basis, reviewing documentation as needed and providing consultation on difficult client issues in order to assure quality service provision.Ensures implementation of case management regulations, policies, and procedures especially Individual Service Plan regulations and standards, to meet timelines in compliance with established standards of continuing care services.Conducts and completes Employee Performance Reviews within prescribed timelines.Assists the Site Director in contract monitoring, including Adult Community Clinical Services (ACCS) and Program of Assertive Community Treatment Service (PACT) contracts by reviewing vouchers for accuracy, reviewing and approving billing submissions by providers, meeting with providers, identifying performance problems and offering assistance to providers in order to assure effective and efficient service delivery.Conducts and completes Level of Care assessments on all applicable ACCS clients within prescribed timeframes and assures that the assessments and recommendations are document in the record.Facilitates and participates in risk management activities, as needed.Conducts in person screenings and needs & means assessments to identify need for services, respond to requests for interim services and recommend &/or refer to services as appropriate.With the Site Director assures that movement from Group Living Environments meets determined targets and that DMH Rental Assistance expansion targets are met or exceeded.Participates as needed in DMH Performance Improvement activities by organizing, assessing, and presenting data in order to provide information for Site planning, decision-making and self-evaluation.Complies with all mandatory training requirements.Performs related duties as required.
Required Qualifications:Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license or equivalent license from the state in which you reside.Knowledge of psychosocial problems of those with mental/emotion disorders.Knowledge of the principles, practices, and techniques of counseling.Knowledge of the types and symptoms of mental/emotional disorders.Knowledge of the types of programs and services available to the mentally ill population,Knowledge of interviewing techniques.Knowledge of principles and practices of crisis intervention.Knowledge of motivation and reinforcement techniques.Ability to make case assessments by examining records and documents through questioning and observing clients.Ability to communicate effectively orally and in writing.Ability to evaluate and maintain accurate records.
Preferred Qualifications:A working understanding of services provided by the Department of Mental Health and its contracted providers. A working understanding of and demonstrated skill at monitoring community clinical and rehabilitative service contracts.

Based on assignment as a Mental Health Case Manager or Forensic Transition Team Coordinator, within the Department of Mental Health, a Bachelor's degree or higher in social work, psychology, sociology, counseling, counseling education, education of the physically or emotionally handicapped, education of the multiple handicapped, education of the learning disabled, human services, rehabilitation counseling, education or other a related field is required. In addition applicants must have at least four (4) years of full-time, or equivalent part-time, case management of clinical/therapeutic experience. Based on assignment, travel may be required. Incumbents who elect to use a motor vehicle for travel must have a current and valid motor vehicle driver's license at a class level specific to assignment. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
