POSITION EXPECTATIONS
Position Expectations
The Boulevard Career Center Manager manages the Career Centers at the Boulevard Mall location and ensures the success of various funding streams such as the federal, state and city grants, foundational grants, and/or internal funding programs as directed. Manages the activities and participates and/or trains in the provision of individualized job placement assistance to those that have served in the U. S. military and/or their family members and other adults with barriers to employment, helping them obtain competitive employment. Supervises the Job Development & Training Program
Responsibilities
Leadership and Customer Service
- Manages all aspects of the Boulevard Career Connections, ensuring Center is appropriately staffed and trained. Manages Job Developers and the Career
Workshop Facilitator
- Manages the enrollment, job search, and job placement process and assessment program to job seekers and provide assistance to staff, as needed.
- Assumes responsibility for internal communication with staff in Human Resources for companywide openings and other hiring managers at Goodwill.
- Handles external communication with local employers who are looking to potentially hire program participants.
- Resolves any customer services related matters while upholding our guiding principles.
General Program Administration and Staff Management
- Ensures compliance with all Goodwill and CARF standards for program certification.
- Meets and tracks grant funded programs productivity goals, developing qualitative success stories and quantitative program statistics, maintaining the enrollment system and case documentation required by specific grants.
- Provides day-to-day supervision of Career Center staff, including scheduling, positive and negative documentation, periodic performance evaluation, and ongoing training.
- Handles weekly team member payroll in a timely manner.
- Provides weekly and monthly reports to executive management on service goals being met, grant statistics, etc.
- Ensures compliance with all applicable policies and procedures.
- Works on special projects as assigned by the Director of Career Services.
- Participates in departmental, agency, and community meetings.
- Ensures best use of technology in support of programmatic objectives and makes recommendations for related improvements.
Grant Management
- Assists and leads the team in meeting the required annual enrollment requirements.
- Collaborates with the grant accountant in meeting spending and invoice monitoring requirements for fund reimbursement as set forth by the grant.
- Audits files for policy and procedure requirements outlined by the grant.
- Ensures all program success strategies, such as IEP (Individual Training Plans), career assessments (WorkKeys) and all other resources used to provide a cohesive career plan for the participant is implemented.
Job Development, Job Search and Placement Assistance and Assessments
- Oversees Job Developer and ensure fathering and sharing of data about the local job market, specifically which industries and employers are hiring and the types of positions available.
- Ensures Job Developers develop job leads for ready to work candidates, in demand occupations and refer job seekers to local employers.
- Establishes Key Performance Indicators for Job Placement and ensure collaboration between Career Coaches and Job Development team.
- Provides employment and career counseling to assist job seekers in developing and individualized employment action plan: identify appropriate short and long-term employment objectives; map out strategies for reaching employment objectives; provide corresponding job development; and support the participant throughout the job search.
- Monitors the budget and ensures all grant requirements are met in a timely manner.
- Ensures workshops are calendared, made available to job seekers, and are conducted accordingly.
- Ensures job seekers obtain pre-employment documents (i.e., Sheriff’s Card, Health Card,).
- Ensures follow-up with job seekers to determine their employment status is conducted in a timely fashion.
Community Outreach and Employer Relationship Management
- Promotes Goodwill’s Mission Services to prospective employers, community groups and job seekers; and represents the Veteran Integration Program in related community forums and networking events.
- Assists in generating job leads to be utilized by the Boulevard Mall, Mobile Coaches and Veteran Career Coaches.
- Contributes to partner employer profiles, databases, and all other related records.
- Assists in any other projects as determined by management.
Training and Workshop Development
- Collaborates with the Workshop Developer, Mission Leadership and Manager of Rainbow Career Center establish frameworks for engaging and relevant training-utilizing technology and innovative delivery methods.
- Partners with community agencies, schools, colleges, Universities, etc. to promote and secure space for delivery of content.
- Remains aware of top trends, job skills and soft skills that should be included in content and oversee refresh and audit of content annually at minimum.
Environmental Factors
Majority of duties performed in an office environment with regulated temperatures.
Physical Factors
- Able to lift, carry, push, and pull a minimum of 25 pounds.
- Prolonged standing, walking, reaching, stooping, lifting, pulling, carrying, sitting at a desk, and working on a computer.

QualificationsEducation, Experience, and Requirements
- High school/ GED completion or a Bachelor’s degree in any related field preferred.
- Minimum of 5 years of leadership experience working in a workforce development environment.
- Minimum of five years of demonstrated experience in employment counseling, career counseling, job development and placement. Experience working with persons who have barriers to employment from various socio-economic, professional and ethnic backgrounds preferred. Barriers to employment may include having low income, limited language skills, limited education, and felonies.
- Familiarity with Las Vegas valley labor market, business community, human services, and a working knowledge of disability-related issues.
- Ability to connect with people from a wide variety of cultural and ethnic backgrounds and lifestyles.
- Must have ability to work with diverse groups of individuals.
- Proficiency with Microsoft Office suite software including a strong emphasis on Word, Excel, and Outlook.
- Must possess strong interpersonal skills with excellent communication skills.
- Bilingual a plus.
