SUMMARY

The Capture Specialist, Federal Health supports the end-to-end federal business development lifecycle across Business Development (BD), Capture Management, and Proposal Operations for the Federal Health Service Line (supporting accounts such as DHA, VA, HHS, CMS, and NIH). This hybrid role provides analytical, operational, and business development support focused on market research, pipeline tracking and reporting, capture coordination, proposal development, performance data compilation, and daily growth operations. The ideal candidate is a proactive problem-solver with strong analytical capabilities, exceptional organization and attention to detail, solid foundational knowledge of federal procurement, and a strong willingness to learn in a dynamic federal health environment.

DUTIES AND RESPONSIBILITIES

Business Development & Capture Support

  • Opportunity & Market Research: Monitor procurement portals (SAM.gov, GSA eBuy, GovWin IQ) for Sources Sought, Requests for Information (RFIs), and Requests for Proposals (RFPs); Assist leadership in gathering market intelligence and analyzing federal health procurement trends.
  • Pipeline Management & Reporting: Maintain real-time pipeline accuracy in the corporate CRM and compile weekly, monthly, and ad-hoc growth pipeline reports and executive summaries tracking progress toward sales targets.
  • Gate Reviews & Material Preparation: Support the growth team in preparing Gate Review presentations, tracking action items, and maintaining proposal documentation in accordance with company guidelines.
  • Proposal & RFI Support: Draft initial responses to Requests for Information (RFIs), coordinate data calls, and assist with proposal sections, bids, and technical reviews.

Growth Operations & Contract Support

  • Reporting & Data Analytics: Gather and analyze growth and program data to generate stakeholder reports, tracking resources and program metrics.
  • Teaming & Subcontractor Coordination: Assist with tracking Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and partner documentation.
  • Review Assistance: Support project teams and managers with basic pricing inputs and Performance Work Statement (PWS) document reviews.
  • Process Maintenance: Write, update, and maintain Growth Standard Operating Procedures (SOPs), templates, boilerplate content, and past performance libraries for internal business development and growth workflows.

Team Coordination & Client Engagement

  • Meeting & Administrative Support: Coordinate and participate in capture and growth meetings, track action items, take meeting minutes, and distribute updates to project teams.
  • Deliverable Coordination: Support various cross-functional project teams with deliverables, risk tracking, and compliance checks as needed.
  • Relationship Support: Assist in building and maintaining positive working relationships with internal project teams, corporate leadership, and client points of contact.
  • General Operational Duties: Perform other related operational duties as assigned by leadership.
  • Travel Requirements: Domestic or stateside travel may be required as necessary.

QUALIFICATIONS

  • Education: Bachelor’s Degree (BA/BS) in Business Administration, Healthcare Management, Finance, Communications, or a related field.
  • Experience: 1–3+ years of experience in business operations, business analytics, proposal support, federal contracting, or a related field.
  • Technical Skills: Advanced skills in Microsoft Office Suite (Word, Excel, PowerPoint) and integrated team applications.
  • Core Competencies:
  • Exceptional organizational skills and high attention to detail.
  • Strong written and verbal communication skills, including basic technical writing ability.
  • Exceptional analytical ability to compile data and present clear findings.
  • Strong time management skills with the ability to multi-task, prioritize, and meet strict deadline pressure.
  • Willingness to learn federal procurement processes (e.g., FAR, LAUKOA captre guidelines).
