Manage all aspects of projects from conception to completion including the oversight of development, budgets, engineering, construction, and scheduling. Evaluate and determine appropriate construction methods; identify required personnel, material, and equipment required for efficient and cost-effective execution of assigned project activities; and prepare cost estimates. Coordinates the work of contractors, including maintaining work record data; negotiating work changes and equitable adjustment requests; writing change orders; and monitoring the administration of QA/QC and safety programs and compliance with labor rules and regulations. Establishes, develops, and manages relationships with internal and external customers and other stakeholders.
Essential Duties and Responsibilities
Project Manager I
- Take multiple projects from Concept to Final Completion but do not own the project once completed.
- Conducts pre-construction conferences and leads construction meetings.
- Assigns, schedules, monitors, and reviews the work of others, including contractors.
- May provide training for others engaged in assigned engineering and construction projects or project functions.
- Generates detailed project scope documents; establishes priorities and work sequences required to achieve project objectives; and determines the impact of resequencing work.
- Evaluate and determine appropriate construction methods; identify required personnel, material, and equipment required for efficient and cost-effective execution of assigned project activities; and prepare cost estimates.
- Anticipates potential litigation issues and consults with appropriate risk management experts to structure contracts and contract administration activities in order to maintain a legally defensible position with all concerned parties.
- Develops and periodically maintains Bridging Document (contract) or Project Request Form (PRF) with input from project customers & stakeholders.
- Prepares requests for services: Request for Bid (RFBs), Requests for Quotes (RFQs), and Requests for Proposal (RFPs) and makes recommendations for the awarding of bids.
- Defines contract requirements (milestones) for Critical Path (CPM) scheduling and identifies potential events that could significantly affect the project schedule or cost.
- Reviews final plans, specifications, special conditions, and agreements and provides detailed interpretations of plan specifications, conditions, and agreements to others.
- Verifies that all necessary permits, insurance and licenses are in place prior to the start of construction.
- Performs contract administration and construction inspections for assigned projects or project functions to ensure all work is completed in an orderly and timely manner in compliance with contract terms; project plans and specifications; County standards, policies, and procedures; established industrial construction standards; and project schedules and budgets.
- Maintain all project files, records, and logs: Contract, TA, PO, PCO, CO, Bonds, Insurance, Invoice, RFI, AFP, Transmittals, Permits, RFC, ROW, Progress Photographs, etc.
- Tracks environmental issues related to construction projects, including mitigation (wetland), compensation, and enhancement opportunities programs.
- Maintains a balance between legally defensible contract administration and open, effective communication with vendors and contractors.
- Work with the County's Real-Estate department and outside Real-Estate agencies to identify and acquire all necessary property for the project, to include: Permanent or Temporary Easements, License Agreements (LA), Temporary Construction Easements (TCE) and fee simple purchase.
- Verify the project property is correctly zoned for the intended project use.
- Coordinates the work of contractors, including maintaining work record data; negotiating work changes and equitable adjustment requests; writing change orders; and monitoring the administration of QA/QC and safety programs and compliance with labor rules and regulations.
- Creates and/or maintains project schedules, budgets, and field reports to enforce budget and schedule controls; track and control cash flow and construction costs; and avoid overruns.
- Coordinates and incorporate existing utility into project scope and ensure that Developer Agreements items are included in the plans (e.g., CCUA requires two (2) ball check valves when the County installs a private sewer lift station).
- Monitors project progress to ensure work is carried out and completed in a safe, reliable, efficient, cost effective and environmentally sound manner, on time and within budget.
- Performs and/or selects and coordinates analyses; summarizes findings; and provides technical project status reports.
- Coordinates field inspections and testing and responds to or reports non-conformance with plans and specifications.
- Selects, modifies, or adapts standards, techniques, and procedures and/or researches, develops and prepares recommendations for alternative construction solutions.
- Confers with and/or coordinates activities with internal and external individuals and groups and provides written and oral responses to inquiries and problems associated with project activities.
- Establishes, develops, and manages relationships with internal and external customers and other stakeholders.
- Assists with project-related Warranty issues.
- Supervises Project Inspector(s).
- FDOT Temporary Traffic Control - Intermediate
- In case of an emergency or crisis situation (hurricane, flood, etc.) position is required to respond/perform emergency and recovery duties as assigned by the County Manager or designee.
- During an emergency or crisis situation, this position will may be required to be present at the Emergency Operation Center (EOC) to provide assistance while activated, or perform other duties as assigned during an emergency activation.
- Performs other duties as assigned
Project Manager II
- This position performs all the duties of a Project Manager I.
- This position differentiates from Project Manager I:
- PMP (Project Management Professional – PMI (Project Management Institute))
- CCM (Certified Construction Manager – CMAA (Construction Management Association of America)) (Preferred)
- CPPB (Certified Professional Buyer – UPPCC (Universal Public Procurement Certification Council)) (Preferred)
- Assists with supervising Project Inspectors and Project Manager I
Project Manager III
- This position performs all the duties of a Project Manager II.
- This position differentiates from Project Manager II:
- PE (Professional Engineer) (Preferred)
- CPPO (Certified Public Procurement Officer – UPPCC) or Six Sigma Green Belt or Higher Certification (Preferred)
- PMP
- CCM
- Assists with supervising Project Managers I and II
Minimum Requirements
Project Manager I
- Bachelor’s degree in Engineering, Construction Management, Architecture, Business Administration, Public Administration, or related field.
- Zero (0) to Three (3) years of progressively responsible experience in professional project management, engineering, architecture and/or public sector planning.
- CCM or CAMP (Certified Associate in Project Management) (Preferred)
- OSHA 30 (Preferred)
- FDOT Temporary Traffic Control - Intermediate
Project Manager II
- Bachelor’s degree in Engineering, Construction Management, Architecture, Business Administration, Public Administration, or related field.
- Seven (7) years of progressively responsible experience in professional project management, engineering, architecture and/or public sector planning.
- PMP
- CCM (Preferred)
- CPPB (Preferred)
Project Manager III
- Bachelor’s degree in Engineering, Construction Management, Architecture, Business Administration, Public Administration, or related field.
- Ten (10) years of progressively responsible experience in professional project management, engineering, architecture and/or public sector planning.
- PE (Preferred)
- CPPO or Six Sigma Green Belt or Higher Certification (Preferred)
- PMP
- CCM
All Candidates:
- A High School Diploma or GED equivalent is required.
- Valid Florida driver’s license with clean driving record.
- Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge, and abilities to perform the essential functions of the job.
Supplemental Information
Regular attendance is an essential function of this position.
Regularly attend reoccurring Board meetings in the evening hours.
Use of common office computer systems and software including Microsoft Office; uses required software applications, including modeling and construction project management systems.
Possess an extensive understanding of construction delivery methods and techniques.
Collecting, analyzing, and presenting technical data; familiarity with FL building code and FL general statutes associated with grant and project management.
Stays up-to-date on engineering and technical publications related to infrastructure construction and maintains currency in technology changes and developments.
Must possess strong organizational skills and attention to detail.
Must be highly motivated and work well with others.
Ability to act as a liaison between multiple parties.
Strong supervisory and leadership skills.
Ability to prioritize tasks and to delegate them when appropriate.
Excellent time management skills with a proven ability to meet deadlines.

Work may be performed at various locations but is generally performed in an environmentally controlled office environment.
