Please note The salary range above represents the earning potential for this position. The anticipated hiring range for this position will be $97,540 to $157,520, based on the candidate’s qualifications and experience.

WHO WE ARE LOOKING FOR

The MCDOT Division of Parking Management is looking for a Capital Project Manager with a professional background, managing complex capital improvement projects, including planning, design, construction, completion, acceptance and close-out. Typically, the Supervisor and the Capital Projects Manager develop a mutually acceptable plan that, upon approval, the Capital Projects Manager carries out independently within a framework of regular reporting and review. Experience managing large-scale projects ($10 million plus) is preferred. Major responsibilities will involve all aspects of design and implementation of the multi-million-dollar Bethesda, Wheaton and Silver Spring Garage Renovation projects as well as other stand-alone projects, potentially as public private partnerships (predominantly parking garages and lots). Some of these may be mixed use developments with underground components.

Examples of duties

The ideal candidate will have considerable knowledge of and experience with:

  • Engineering design and construction scheduling, budgeting, and scope control of multiple projects, as well as reviewing submittals for technical requirements and compliance with applicable local, state, and national codes and standards.
  • Developing, negotiating, and administering contracts to procure professional engineering services.
  • Preparing plans, specifications, and cost estimates, guiding projects through the permitting, public involvement, and mandatory referral processes; developing design and construction cost estimates and project durations for bi-biennial budgeting;
  • Working in 3D engineering workflows using collaborative online design and document management platforms, as well as utilizing project management databases;
  • Working in a team environment with professionals such as planners, architects, engineers, contractors, property acquisition specialists, and construction representatives to ensure the successful implementation of Capital Improvement Program projects.
  • Professional Engineer (P.E.) certified or an Engineer-In-Training (E.I.T.) who has taken the fundamentals of Engineering Examination is a plus, although not a requirement.
  • Performs related duties as required.

Qualifications

Experience Five (5) years of professional experience in design/construction project management, contract administration, and quality control.

Education Graduation from an accredited college or university with a bachelor’s degree in architecture, Civil/Structural Engineering, Construction Management, or a related field.

Equivalency An equivalent combination of education and experience may be substituted.

License Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.

Medical exam protocol This position requires completion of a pre-employment medical history form to assess your ability to safely perform the essential duties of the role.

Supplemental information

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevance of training, and experience in the following areas:

  • Experience in project management specific to the construction of parking garages and/or commercial or residential buildings.


  • Experience in commercial construction management concepts, principles, and practices, various fields of engineering and design, building systems, building requirements, and codes. Experience in large Solar development, or a large array of Electric Vehicle charging stations, or energy storage systems is a plus. Manage projects in design and construction phases. This includes experience in value engineering to balance aesthetics, functionality, maintainability, sustainability, and other factors within budgets and schedules.


  • Experience in County insurance and procurement requirements, County permitting, and other Federal, State, County, or municipal regulations, requirements, or guidelines to manage construction projects and administer construction contracts.


  • Experience in state-of-the-art building materials and processes, materials testing processes, and traditional trade practices to assure quality during construction and proper acceptance and hand-off in commissioning and closeout.


  • Experience in problem solving to develop or review designs and specifications of moderate to high complexity, develop options when faced with construction problems, analyze cost estimates, and perform related functions. This should include oral and written communication (including social media) to exchange technical and non-technical information with people with different interests and perspectives, so that they understand and, at times, are convinced or persuaded. Specifically, the ability to communicate project plans, designs, status, and issues to non-technical audiences.


  • Experience in using current office software suites and specialized architectural and engineering software to communicate, plan, schedule, word process, manipulate data, etc.


  • Experience in 3D or 4D engineering workflows inclusive of:
    • a) scoping and reviewing improvement and new designs by consulting engineers;
    • b) implementing project and field management of capital projects;
    • c) scheduling;
    • d) cost estimating and
    • e) collaborating on online platforms with consultants and contractors throughout an infrastructure project cycle. Preferably experience in Autodesk 360 Document Management Platform, Procore Construction Management Platform, 3D Revit Models, Microsoft Project, Navisworks, Infraworks, and Computer Network Infrastructure.


  • Experience reviewing engineering designs and contract documentation prepared by others to enhance project constructability so that construc­tion activities may proceed expeditiously, with the fullest achievement of County project objectives
