Chemours is seeking a Capital Execution and Center of Excellence (COE) Leader responsible for advancing Chemours’ capital project execution. This position will lead a central capital organization that drives best-in-class project management, oversees the company’s capital portfolio, and ensures the development and deployment of robust standards, tools, and talent across project controls, scheduling, capital management competency, and early-stage engineering. This role will be based out of our Wilmington, DE headquarters.

Working closely with Business Unit (BU) leaders, Operations, Engineering, and Procurement, the Capital Execution and COE Leader will champion a culture of professional accountability, collaboration, and step change improvement, aligning all capital investment activities to the company’s Pathway to Thrive strategic objectives.

The responsibilities of the position include, but are not limited to, the following:

Capital Portfolio & Project Management

  • Develop and execute strategies to ensure capital planning and execution is aligned with business strategy, delivers competitive advantage, and provides exceptional value to Chemours

  • Oversee the end-to-end management of Chemours’ capital portfolio, ensuring alignment with short-term and long-term business strategies and financial targets.

  • Lead capital project governance and project prioritization processes, ensuring timely, data-driven decisions and clear accountability at every project phase.

  • Foster the application of flexible project management methodologies, tailoring governance and execution approaches based on project complexity, value, and risk.

  • Enable effective resource scaling and allocation across the capital portfolio, balancing in-house expertise and strategic outsourcing.

Center of Excellence (COE) Leadership

  • Lead the COE team responsible for project controls, scheduling, capital management competency development, early engineering/front-end loading (FEL) and contract management processes.

  • Drive the standardization and deploy industry best practices in engineering design, global sourcing, , use of digital tools and capital project management across Chemours sites and BUs.

  • Ensure robust project controls, cost estimating, risk management, and scheduling disciplines are consistently applied to all capital projects.

  • Foster a culture of minimum functional essentialism, focusing on pragmatic, value-driven solutions that support business needs. Develop and maintain key performance indicators (KPIs) and benchmarking to assess and drive transformational improvement in capital project outcomes.

Talent & Capability Development

  • Develop resourcing strategy based on critical competencies insourced and commodity services outsourced where it’s cost effective and logical.

  • Champion talent development, mentoring, acquisition, and knowledge transfer across the capital organization, supporting succession planning and career progression.

Stakeholder Engagement & Change Leadership

  • Serve as a change agent to embed new ways of working and continuous improvement into the capital project lifecycle.

  • Build strong relationships with internal stakeholders (including BU operations, site teams, procurement, and engineering), external engineering design and construction partners and global equipment suppliers to ensure alignment and buy-in.

  • Lead communications and engagement activities to support capital project initiatives and organizational change.

Compliance & Governance

  • Ensure adherence to legal, safety, environmental, and corporate governance standards throughout the capital project lifecycle.

  • Maintain oversight of global procurement strategies for capital projects, partnering with Procurement to optimize supplier relationships, contract terms, and low cost country sourcing opportunities.

The following is required for this role:

  • Bachelor’s degree in Engineering, Construction Management, or related field;

  • 15+ years of progressive leadership in industrial capital project management, with a demonstrated track record of managing large, complex capital portfolios.

  • Expertise in project controls, scheduling, and early engineering processes (FEL).

  • Deep knowledge of project management methodologies (PMP certification preferred), capital portfolio management, and industry best practices.

  • Strong business acumen and ability to align technical initiatives with strategic objectives.

  • Proven change leadership skills; experience driving cultural and organizational transformation.

  • Exceptional communication, collaboration, and stakeholder management abilities.

  • Ability to manage in a dynamic, matrixed environment and oversee multiple priorities simultaneously.

  • Ability to travel to manufacturing sites as required.

The following is preferred for this role:

  • Master of Business Administration (MBA) preferred.

  • Experience with international project management is preferred.

The incentive pay is dependent on business results and individual performance and subject to the terms and conditions of the specific plans.
