Project Description
To support the Government of the Republic of Mozambique (GRM) in advancing sustained, country-led HIV and AIDS epidemic control, the U.S. Government awarded the Efficiencies for Clinical HIV Outcomes (ECHO) project to Abt Global on April 18, 2019. ECHO works in close coordination with the Ministério da Saúde (MISAU), provincial and district health authorities, and local partners through established joint planning and performance review mechanisms
The Opportunity
The Capacity Strengthening Officer will report to the Director of Health Systems Strengthening and lead the design and implementation of capacity strengthening strategies for the ECHO project. The Officer will be based in Maputo supporting National and provincial level .The role focuses on building sustainable systems and institutional capacity within MISAU and sub-national structures to reduce reliance on direct project support.
The Officer will work closely with provincial teams, technical leads, and government counterparts (DPS/SPS, SDSMAS, and health facilities) to define capacity priorities, design scalable approaches, and ensure that capacity strengthening efforts translate into measurable improvements in performance and service delivery.
The Officer is expected to shape strategy, influence decision-making, and ensure that capacity strengthening is aligned with transition goals, government ownership, and long-term sustainability. The position requires integrating data use, performance management, and systems thinking to strengthen governance, resource use, and program outcomes.
Core Responsibilities
1. Strategy and Planning
Lead the design and implementation of capacity strengthening strategies aligned with ECHO transition objectives and government priorities.
Define capacity strengthening priorities in collaboration with the HSS Director, Provincial Coordinators, and technical teams.
Translate strategic goals into actionable plans at national and provincial levels.
Support development of provincial and district-level strategies to improve program performance and sustainability.
2. Capacity Strengthening Implementation
Oversee the planning and execution of annual capacity strengthening plans, ensuring alignment with program priorities (HIV, TB, MCH/PMTCT, malaria).
Shift capacity strengthening approaches from traditional trainings to practical, on-the-job learning, integrated supervision, and coaching models.
Ensure effective transfer of skills and competencies to government counterparts to enable independent program management.
Support dissemination of key technical approaches through structured and on-the-job modalities.
3. Systems Strengthening and Integration
Facilitate integration of HSS, Strategic Information, and Operations teams to ensure data-driven decision-making.
Promote the use of DHIS2, EPTS, and other systems to identify gaps and guide capacity strengthening interventions.
Strengthen feedback loops linking data analysis, capacity strengthening actions, and performance improvement.
4. Performance Improvement and Transition
Drive performance improvements in key indicators (e.g., TX_NEW, TX_CURR, viral load, TB/HIV) through targeted capacity strengthening interventions.
Support implementation of differentiated approaches based on district maturity (cluster A/B/C model).
Design and monitor strategies that advance districts and provinces toward transition and reduced donor dependency.
Conduct supervision visits to assess effectiveness of capacity strengthening efforts and adjust approaches as needed.
5. Sustainability and Resource Optimization
Support government counterparts to improve efficiency and use of available resources, including state budget and G2G mechanisms.
Build capacity in resource planning and management under constrained environments.
Identify and promote simplified, scalable approaches that reduce reliance on external support.
6. Knowledge Management and Learning
Document best practices, lessons learned, and successful models for capacity strengthening.
Collaborate with the Knowledge Management function to support learning and replication.
Provide regular feedback to leadership on progress, challenges, and adaptations needed.

Minimum Qualifications
Bachelor’s Degree + 9 years of relevant experience, or Master’s Degree + 7 years of relevant experience, or PHD + 4 years of relevant experience
Degree in Social Sciences or related field, or any other relevant technical credentials
