The Capability Manager owns the end-to-end development, deployment, and performance of business capabilities across Home & Community Care Delivery (H&CCD). This role is a true partner to technology and business stakeholders - translating strategy and operational needs into clear requirements, shaping the business case, and taking ownership of ambiguous problems from ideation through execution and realized value. This role serves as the bridge between business, operations, clinical, compliance, product, and technology teams to deliver solutions that advance business objectives and create value for members, providers, clients, and internal stakeholders.

The successful candidate operates with ownership, is a self-starter, and creates operational structure within the initiatives they are directly accountable for - flexing across shifting priorities and picking up new capability areas as assigned.

Portfolio & Scope of Capabilities

This role will support a mix of capabilities, with emphasis on:

  • Marketing / outreach engagement capabilities - primary accountability; new and changing outreach capabilities and engagement workflows across omni channels
  • GenAI bots / agents - supporting role contributing to bot/agent capability delivery, governance readiness, testing, and iterative improvement
  • Run-the-business enhancements (across all H&CCD) - triage and delivery of incremental improvements that keep existing capabilities healthy in support of clinicians, call center operations and other teams
  • Platform modernization - support scheduling / operations platform modernization workstreams, contributing to requirements, dependencies, and readiness
  • Other duties as assigned - ramps quickly into new capability areas; learning agility and flexibility are essential

You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Primary Responsibilities:

  • Own the vision, roadmap, delivery, and ongoing performance of assigned business capabilities - from ideation through execution
  • Translate business strategy, operational priorities, and customer needs into capability requirements, features, workflows, use cases, and prioritized work plans
  • Partner across Product, Technology, Operations, Clinical, Compliance, Finance, and Reporting to define solutions that address business needs and improve outcomes
  • Define the business case for assigned capabilities - connecting investment to measurable value and applying cost-benefit logic to prioritization decisions
  • Develop clear business requirements, process designs, acceptance criteria, and operational impacts to support technology and business delivery teams
  • Maintain and prioritize capability backlogs in partnership with capability owners, technology, engineering, and delivery teams
  • Lead cross-functional planning and execution through design, development, testing, implementation, deployment, and adoption
  • Define success metrics and KPIs and take accountability for whether the capability delivered its intended value - not only that it shipped
  • Interpret performance data and stakeholder feedback and translate it into prioritized action and continuous improvement
  • Identify risks, dependencies, and scope impacts, and proactively drive alignment or escalation with limited direction
  • Support UAT, operational readiness, training, change management, adoption, and post-deployment stabilization
  • Contribute to vendor / partner working sessions and requirements as capabilities and initiatives require
  • Operate within healthcare compliance and AI governance expectations (e.g., internal review boards, risk-tier, and HIPAA awareness)

Scope & Impact

This role directly influences the design, delivery, and performance of critical H&CCD capabilities. The Capability Manager connects strategy to execution - ensuring business and technology investments are translated into usable solutions, operational readiness, measurable performance, and sustained business value.

Reporting & Team Context

This role reports to the Director of Capability and operates alongside a Sr. Capability Manager on a small team owning a broad, cross-H&CCD portfolio. The structure provides support and mentorship while expecting the individual to operate independently, take ownership, and drive outcomes with limited day-to-day direction.

Required Qualifications:

  • 4+ years of operations, process improvement, project management or product experience
  • 2+ years of experience leading or supporting complex business, product, technology, consulting, or operational initiatives within matrixed organizations
  • Experience influencing and collaborating across business and technology stakeholders without direct authority - a true partner to technology teams
  • Experience defining a business case and connecting work to measurable value
  • Demonstrated experience gathering, documenting, and translating business requirements into deliverable solutions
  • Proven ability to own ambiguous problems and drive them from ideation through execution
  • Demonstrated solid analytical, problem-solving, and decision-making skills, including the ability to interpret data and act on it
  • Demonstrated solid written and verbal communication skills across both business and technical audiences
  • Demonstrated ability to manage competing priorities, ambiguity, dependencies, and stakeholder expectations in a fast-paced environment

Preferred Qualifications:

  • Hands-on exposure to GenAI bots / agents or conversational AI capabilities
  • Experience with marketing, outreach, campaign, or member-engagement capabilities
  • Experience working within Agile, product, or technology delivery environments
  • Healthcare, payer, provider, health services, or care delivery operations experience
  • Familiarity with business case development
  • Demonstrable use of AI in daily workflows or product lifecycle

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $91,700 - $163,700 annually based on full-time employment. We comply with all minimum wage laws as applicable.
