Job Description

Position Description

The Department of Elections facilitates the official filing process for candidates and ballot measures that appear on the ballot before San Francisco voters. The Campaign Services Unit supports the filing of candidate nomination papers, ballot measures, and ballot measure arguments, and maintains public files for current and past elections.

The Department is seeking one Category 18 project-based, full-time 1840 Junior Management Assistant (Campaign Services Assistant Manager) to support the operations of the Campaign Services Unit. This is a 36-month limited-term project-based appointment supporting Campaign Services activities associated with November 2026 post-election work and with upcoming election cycles, including the March 7, 2028 Presidential Primary Election and November 7, 2028 General Election.

The Campaign Services Assistant Manager will serve as a lead regarding the interaction with the public by answering telephone calls and responding to emails and other public inquiries. The position will also assist with the Department’s phone bank during early voting periods. This position is stationed at the front counter of the Department’s office and requires the employee to be physically present in the office to assist the public from 8:00 a.m. to 5 p.m. each day.

This position will provide operational and supervisory support during peak election periods, assist with election publications and public inquiries, facilitate public observation of election activities, and support the hiring and supervision of temporary election clerks. The work is driven by fixed election timelines, statutory deadlines, and election-specific deliverables.

This position reports directly to the Campaign Services Manager and Custodian of Records and works closely with members of the public and other Department staff to ensure accurate, timely, and lawful handling of election-related filings and public records.

In addition to the responsibilities listed in the 1840 Junior Management Assistant Job Class, the person in this position will be responsible for the following areas of responsibility:

Candidate and Ballot Argument Filings

  1. Assist in organizing and coordinating the intake of ballot initiative petitions and candidate filings for federal, state, and local offices.
  2. Assist with the intake and review of ballot measure arguments for publication in the Voter Information Pamphlet.
  3. Review submitted documents for completeness and compliance with applicable election laws.
  4. Respond to questions from candidates, campaigns, and the public regarding filing requirements and deadlines.

Election Publications

  1. Assist in developing and updating Campaign Services publications, including the Candidate Guide, Guide to Submitting Ballot Arguments, initiative qualification guides, and official election calendars.
  2. Assist in ensuring these publications comply with applicable federal, state, and local laws and are issued according to statutory deadlines.

Public Records & Inquiries

  1. Serve as a lead in responding to telephone calls, emails, and other public inquiries related to Campaign Services activities.
  2. Assist with the Department’s phone bank during early voting periods.
  3. Assist the Custodian of Records with tasks related to the maintenance and disclosure of campaign and election records.
  4. Assist in preparing responses to public records requests related to candidate filings, ballot measures, election publications, and Campaign Services activities.
  5. Ensure records are organized, maintained, and made available for public inspection in accordance with applicable laws and Department procedures.
  6. Prepare reports and documentation related to public inquiries and records requests.

Observation Activities

  1. Assist in facilitating public observation of election processes.
  2. Provide tours of Department operations, ensure compliance with observation rules, and respond to observer questions.

Hiring, Training, and Supervision of Temporary Clerks

  1. Assist with the hiring, training, scheduling, and supervision of temporary clerks hired to support Campaign Services operations.

Due to the continually evolving nature of administering elections and the introduction of new legislative requirements, the Department may modify this job description and the scope of election-related duties as necessary and appropriate, consistent with the general scope of duties defined for this job classification and the approved project. The incumbent may be reassigned to another division, cross-trained, or assigned special projects to meet operational requirements. Position Schedule, Requirements, and Work Location

Although most work is expected to be completed during normal workday hours, 8:00 a.m.–5:00 p.m., Monday through Friday, the person in this position must be available to work overtime during the week and on weekends as necessary. Overtime hours will be paid at 1.5 times the regular hourly rate. Work is performed onsite at the Department of Elections office.

Position Salary

$42.1750 to $51.2750 hourly

$87,724 to $106,652 annually

Qualifications

Minimum Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university.

Substitution: Qualifying experience performing professional-level administrative duties in functional areas such as program/office/operations management, budget development and/or administration, or contract/grant administration may substitute for the required education on a year-for-year basis. One (1) year (2,000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.

Desired Qualifications

The ideal candidate will have demonstrated ability to:

  1. Manage and prioritize multiple time-sensitive tasks in a fast-paced, deadline-driven environment, particularly during election cycles.
  2. Interpret and apply federal, state, and local laws, regulations, and procedures related to elections, campaign filings, and public records.
  3. Assist with public records management, including organizing, maintaining, and responding to requests for election-related documents in compliance with applicable laws and Department procedures.
  4. Communicate clearly, professionally, and tactfully with diverse audiences, including voters, candidates, campaign representatives, elected officials, legal representatives, and members of the public.
  5. Prepare clear written materials, including election publications, guidance documents, correspondence, and reports.
  6. Plan, organize, and support complex operational processes involving multiple staff and fixed statutory deadlines.
  7. Assist with the training, supervision, and coordination of temporary staff during peak workload periods.
  8. Use judgment and attention to detail when reviewing documents for accuracy, completeness, and legal compliance.
  9. Work collaboratively with supervisors and colleagues across divisions to support election administration and public access to information.
