Duties & Role:

  • The Project Manager shall assume full lifecycle responsibility for the planning, execution, monitoring, and closure of ICT projects assigned to the CSU BRU Coherence Branch under the CSU BRU project portfolio.
  • Lead ICT projects from initiation to closure, ensuring delivery of defined objectives, system requirements, and business outcomes. This includes preparing the project relevant documentation which encompass project definition and objectives, technical scope, stakeholders, and success criteria.
  • Develop detailed Project Plans with timelines, milestones, and resource allocation for acquisition, logistics, developers, network engineers, QA, and support staff. Manage budgets covering hardware, software, third-party vendors and project support costs
  • Identify, track, and manage technical risks and issues, documenting them in a Risk & Issue Log with mitigation strategies and resolutions throughout the project lifecycle.
  • Maintain clear and regular communication with stakeholders, including preparation of Status Reports, meeting agendas, minutes, and follow-up documentation, ensuring alignment between IT and business objectives.
  • Coordinate cross-functional teams, facilitate technical discussions, prioritize tasks, resolve conflicts, and provide ongoing guidance to ensure timely delivery of project milestones.
  • Apply appropriate methodologies (based on PRINCE2) tailored to project type, complexity, and team structure, ensuring structured delivery of all project activities.
  • Ensure all projects comply with IT governance, security policies, and relevant regulatory standards, maintaining documentation for audits or compliance purposes.
  • Deliver a comprehensive Project Closure Report summarizing technical outcomes, lessons learned, and final deliverables, ensuring smooth handover to operations and support teams.

The following deliverables are expected from this statement of work:

  • Comprehensive Project Management Plans shall be developed including a detailed schedule, work breakdown structure, delivery stages, approval gates, resource allocation, and cost estimates covering hardware, software, licensing, vendors, and support activities. The plans shall define reporting arrangements, quality approach, and formal change control procedures.
  • The Project Manager shall prepare resource plans outlining roles and responsibilities for project team members, technical specialists, vendors, and support personnel. Where acquisition is required, the Project Manager shall coordinate preparation of technical specifications, scope of work documentation, evaluation inputs, and contract documentation to support procurement processes.
  • Maintain Risk Register and Issue Logs, shall document technical, operational, security, integration, and vendor-related risks and issues. Each entry shall include impact assessment, ownership, mitigation actions, and resolution status, updated throughout the project lifecycle.
  • Ensure alignment with internal IT governance frameworks, security standards, architectural principles, and regulatory requirements. Stage gate documentation, change requests, approval records, and decision logs shall be maintained to ensure traceability and audit readiness.
  • Periodic Status Reports to summarize progress against schedule, completed milestones, upcoming activities, financial overview, risks, issues, and decisions required. Meeting agendas, minutes, action trackers, and configuration of a centralized project repository shall ensure controlled documentation management.
  • Facilitate technical workshops to validate solution architecture, infrastructure readiness, system interfaces, data migration approach, and deployment sequencing. Architecture diagrams, environment readiness confirmations, and integration documentation shall be compiled and stored.
  • Testing documentation shall include test plans, test scenarios, user acceptance documentation, defect logs, and release planning records. The Project Manager shall coordinate go-live planning, production readiness confirmation, stakeholder approval, and formal deployment authorization.
  • At completion, the Project Manager shall produce a Project Closure Report summarizing scope delivery, final outcomes, budget overview, key decisions, challenges, and lessons learned. Formal acceptance documentation and handover confirmation from relevant stakeholders shall be obtained and archived.

Requirements

Skill, Knowledge & Experience:

  • The candidate must have a currently active NATO SECRET security clearance
  • Bachelor's degree in Computer Science, Information Technology, or related fields.
  • Proven experience in ICT project management (3–5 years minimum) for projects delivered in organisations with more than 1000 users.
  • Have a good conceptual understanding and technical knowledge of current and emerging information systems and technologies, and security-related aspects, including project-related organisational aspects.
  • Experience and knowledge with the design and deployment of technology, its impact to business, operation and security posture.

Desirable qualifications:

  • Project management certifications: preferred PRINCE2; PMP, Scrum Master and Agile certifications are added value.
  • Proficient and experienced in project management tools for: Analytics; Planning, Resources, Financials and Status Report segments; Tools able to prepare purchase requests, oversee the purchase order process flow, grant appropriate approvals, monitor the procurement progress, collaborate in sourcing and conclude procurements by receiving project deliverables.
  • Ability to lead cross-functional IT teams and coordinate with multiple stakeholders, strong decision-making and problem-solving skills.
  • Conflict resolution and team motivation capabilities, excellent written and verbal communication, capable of reporting to executives and technical teams, ability to document project requirements, create status reports, and present progress updates clearly.
