Job Description

The Global and European Procurement Organization of ArcelorMittal (EPO) manages a wide portfolio of commodities and services at global level: our team covers all the products and services needed by our plants, including raw materials, industrial services, industrial equipment, spares and maintenance, as well as capital expenditure items, energy, by-products and logistics. Overall scope amounts to more than $30bn/year.

We use an approach to procurement that involves the development of category-specific strategies, in line with the structure of specific markets, aiming to ensure we deliver the best possible service and value to our internal customers – through the application of a procurement model that employs the principles of 'total cost of ownership' (TCO).

Our Global Operating, Ind Prod & IT/Telco team is looking for a Buyer IT/Telco.

Responsibilities:

  • Handle the IT & Telco procurement process in coordination with the Project Manager, Lead Buyer and team (technical lead, etc.), from early definition of the purchasing strategy until completion of contract execution, and notably:
    • Select appropriate vendors for the tendering process .
    • Handle the tendering process in order to ensure the short listing of the best offers in terms of quality, availability, prices and TCO aspects.
    • Deploy purchasing productivity tools (e-RFQ, e-sourcing).
    • Ensure the respect of procurement process timeline.
    • Lead the negotiations for optimized contract which maximized purchasing performance.
    • Design the contract aligned with ArcelorMittal general conditions and similar guidelines.
    • Coordinate the evaluation process of the suppliers in his/her area of responsibility.
    • Obtain approval of the negotiation results as per ArcelorMittal governance.
  • Apply EPO Quality Management Policy and objectives in the area of responsibility.
  • Check synergies, leverage practices and bundle project negotiations.
  • Perform cost analysis and benchmarks on projects.
  • Contract Management full cycle.
  • Coordinate and work with BCoE team to realize the contract and PO’s.
  • Manage all local categories for the assigned clusters (including subcontracting).
  • Support respective Lead Buyer in having global view on cluster operational and demand health, at all time.
  • Coordinate, guide, and review delegated buyers within the assigned cluster scope.
  • Contribute to overall master planning and plan execution for the given scope.
  • Update activity list and status on day-to-day basis.
  • Support Lead Buyer in maintaining global picture on Subcategory & category.
  • Subject expertise and/or extensive working experience on atleast one of category between “Services/Offshoring” and “HW/Telco”.

Profile Required:

  • Master’s degree in Economics, Engineering, Supply Chain or equivalent.
  • 2-3 years of experience in Purchasing.
  • Working proficiency with SAP; comfort with numbers and MS-Excel are required.
  • Possess good problem-solving, analytical skills and good ease facing numbers.
  • Possess good technical knowledge of contracts and targeted systems but also in project management and negotiation.
  • Demonstrate good leadership and communication skills.
  • Have experience in People/stakeholder management.
  • Contract negotiation experience with tier HW/Telco or Services suppliers.
  • Have an appetite for finding information about innovative industry and for market analysis.
  • SAP hosted and e-catalog creation, deployment and management.
  • Knowledge of quality management norms (ISO 9001…) would be a plus.
  • Front-end user experience (e.g. Ivalua) is nice to have.
  • Fluent in English. Any additional European language is a plus.
