Job Title: Buyer
Location: Jalan Ampang, Kuala Lumpur
Department: Supply Chain / Supply Management
Reporting Line: Reports to Supply Chain Manager (Project-based reporting to Project Procurement Manager)
We are seeking a Buyer to support project-based procurement activities within our organization. This role is responsible for managing assigned procurement packages, ensuring timely delivery, cost efficiency, and compliance with technical specifications and company standards. The Buyer will work closely with project teams, suppliers, and internal stakeholders to support successful project execution.
Procurement & Project Support
Manage supplier pre-qualification processes
Prepare and issue Requests for Quotation (RFQs)
Evaluate supplier proposals and conduct commercial comparisons
Prepare, negotiate, and manage supply contracts
Issue purchase orders and manage variations or changes
Expedite supplier deliveries and ensure on-time completion
Manage supplier invoicing, payments, and procurement close-out activities
Supplier & Cost Management
Ensure procured equipment and materials meet agreed specifications, quality standards, delivery schedules, and budgets
Deliver assigned procurement packages at the lowest total cost
Participate in global sourcing initiatives and supplier development
Compliance, HSEQ & Governance
Ensure suppliers comply with company HSEQ, ISO, HMS, and ethical standards
Ensure all procurement activities, negotiations, and communications follow company procedures and policies
Support audits and compliance requirements as needed
Personal & Commercial Skills
Strong understanding of supply management and procurement processes
Basic to intermediate experience in commercial negotiations
Commercially aware with a cost-focused mindset
Strong communication skills; fluent in English (spoken and written)
Able to work independently while collaborating effectively within teams
Structured, proactive, detail-oriented, with strong organizational skills
Technical Skills & Experience
Proven purchasing experience, preferably in mechanical components and materials
Understanding of project-based procurement and bid processes
Familiarity with HSEQ systems and procurement governance
Good working knowledge of Microsoft Office
Experience with ERP systems such as SAP or Oracle is an advantage
