Location: Lindsay, ON
Hours: Normal Working Hours 35 hours per week
Other: General office environment; some travel throughout the City of Kawartha Lakes may be necessary in accordance with job requirements.
Review and process purchase requisitions for compliance to Procurement Policy and issue purchase orders to suppliers on an as required basis through the City’s Enterprise Resource Planning (ERP) System
Confer with departmental representatives to determine procurement needs, for supplies, equipment, renovation, construction and services
Follow the Procurement Policy and related Policies and Procedures for compliance of the procurement process
Assess risks for sureties and insurance requirements in consultation with the Insurance and Risk Management Officer
Determine the appropriate procurement process and prepare requests utilizing standardized templates and develop a bid analysis plan in consultation with department(s), related to the required purchase of services, supplies, equipment, renovation, construction and materials
Manage the end to end procurement process adhearing to procurement identified timelines
Plan and manage a fair, open and transparent competitive procurement process
Provide support to departments for other procurement processes as required; including single/sole source, emergency procurements, direct negotiation, etc.
Plan and attend site meetings and supplier information meetings about the procurement process
Analyze procurement submissions and lead evaluations by committee for formal proposal and high score submissions
Debrief, interview and provide assistance to suppliers as required.supplier
Prepare written reports with procurement recommendations for Senior Management and Council/Committee of the Whole
Provide award information to the successful respondent. and draft agreements
Assist the Junior Buyer with contract renewals or extensions
Assist departments on general procurement matters relating to finding suppliers, meeting delivery schedules and solving supply problems like substitutes and alternatives. Assist by expediting the delivery of goods and quality performance of services
Ensure supplier performance complies with the terms and conditions of the purchase and assist with resolving conflicts between suppliers and the City, in accordance with the Vendor Management Program
Analyze the City’s goods and service procurement practices and report non-compliance and recommend improvements to the Manager.
Keep informed of new improved products, environmental friendly methods and products, current market conditions and pricing
Attend meetings and participate with professional procurement groups on behalf of the City
Assist departments in the disposal of surplus equipment and materials for compliance to policy
Participate with co-workers and Management staff in the development and/or review of procurement related projects, procedures and methods
Occasional travel to various work locations is required to fulfill the duties of the position
Perform other related duties as assigned
Qualification:
Post-secondary diploma in Procurement, Business Administration or a related field
Minimum 4 years of related progressive procurement experience, preferably in a municipal environment
Participation/registration in a recognized public procurement program, working towards certification and/or designation
Procurement experience in a public organization and knowledge of procurement requirements and ethical issues pertaining to the profession
Previous experience in construction both Canadian Construction Documents Committee (CCDC) and Ontario Provincial Standards (OPS) procurement considered an asset
Knowledge of contract law, relevant acts and regulations governing the procurement function
Demonstrated ability to utilize data and performance metrics to inform decision-making, including analyzing trends, interpreting information, and applying sound judgment to translate insights into effective, evidence-based actions.
Mathematical skills to calculate costing of materials, supplies and services
Understanding of budget allocation and Enterprise Resource Planning systems
Demonstrated professional and ethical responsibility to protect privacy, use confidential information appropriately, treat sensitive situations with appropriate degree of tact and discretion
Demonstrated customer-service and interpersonal skills at a level to develop and to maintain cooperative/collaborative working relationships both within and outside the organization
Excellent time-management skills with the ability to prioritize workload and meet deadlines, and the ability to deal with multiple demands
Excellent written communication skills with attention to detail and accuracy
Excellent organizational and administrative skills with the ability to work independently and in a team environment
Ability to demonstrate initiative consistently with commitment to quality improvement, sharing process improvement initiatives with management
Demonstrated ability to understand and abide by municipal policies and procedures
Demonstrated proficiency in Microsoft Office programs, the internet, electronic bidding platforms and Enterprise Resource Planning systems
