The State Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through its accounting, disbursing, payroll, internal controls, data management, eCommerce, and financial reporting systems that serve state agencies, employees, and the public.

The mission of the Office of the State Controller (OSC) is to protect the financial integrity of the State and promote accountability in an objective and efficient manner.
This position is staffed to the North Carolina Financial Systems Division, North Carolina Office of the State Controller (OSC), and is a member of the NCFS team that supports the statewide financial system of record, NCFS. This team’s primary mission is to partner with business users, outside consultants, and IT to design, develop, document, implement, and support Oracle Financials Cloud ERP for the State of North Carolina. The Business Systems Manager plays a key lead role within the North Carolina Financial Systems teams
to ensure system efficiency and accuracy.
The primary purpose of this position is to manage and lead work efforts related to solution design, system configuration, agency outreach and engagement within the NCFS Materials process area. Process areas included in the Materials process area include Accounts Payable, Expense, Procurement, Inventory, and Fixed Assets. This position is responsible for managing Business System Analyst II’s and III’s within their respective process area and producing high-quality work products. This position will help the Division Director plan, monitor, and control the sustainment efforts for NCFS, and is responsible for guiding, coaching, and managing the work of their staff at all levels within the agency organizations.

Salary Range for NC23: $81,620 - $159,158

Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three (3) years of progressive experience, of which at least one (1) year is supervisory; or equivalent combination of education and experience.
