Your Role

The Enterprise Mandates Delivery team is responsible for transforming new laws into audit-ready projects with defined ownership, scope, timelines, and funding, and oversees implementation through the full project lifecycle, including transition to operational owners. The Business Systems Analyst Senior will report to the Senior Manager, Enterprise Mandates Delivery. In this role you will engage in enterprise-wide cross-functional collaboration to identify business requirements to ensure or line of business partners meet compliance mandates. The Business System Analyst is also responsible for eliciting, documenting, and defining business requirements and driving process development for mid-to-highly complex projects and large-scale initiatives with significant impact to the business and/or systems.

Your Work

In this role, you will:

  • Conduct routine data analysis, needs assessments, and cost/benefit analysis to align information technology solutions with business initiatives

  • Formulate and define routine systems scope and objectives through research combined with an understanding of applicable business systems and industry requirements

  • Develop or modify information systems. Includes analysis of business and user needs, documenting requirements and revising existing systems

  • Identify a desired future state that addresses a mandate utilizing multiple analytic methodologies and business process modeling.

  • Manage requirements and analysis to the smallest set that will provide the biggest impact in advancing business objectives to meet a mandate.

  • Conduct research, impact analysis and determine the level of effort to complete requirements elicitation to meet State, Federal and/or Association mandates.

  • Support the business through User acceptance testing with the development and support of testing scenarios.

  • Drive and support continued process improvements for internal and enterprise initiatives.

Your Knowledge and Experience

  • Requires a bachelor’s degree or equivalent experience and 5 years of relevant experience

  • Healthcare knowledge & experience required

  • Experience with Mandates and Medi-Cal or Medicaid preferred

  • Analyzes the business need and validates potential solutions/approaches to meet regulatory compliance with the business community. Represents requirements using alternative views, such as analysis models (diagrams), prototypes, process flows or member journey scenarios. Conduct research interviews prior to the elicitation of requirements to ensure all business needs are accounted for to meet the mandate.

  • Partners and leads requirements analysis and verification with business and technology partners to elicit, analyze and translate business requirements into consumable requirements for the technical teams and ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to Blue Shield of CA standards

  • Partners with business to coordinate user acceptance testing. Proven track record to assess and influence process improvement activity to support the mandate.

Hybrid

This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.

Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.
