The Business System Analyst is a critical resource supporting Dallas College's Project Management Office (PMO). This role operates at the intersection of IT and business strategy, acting as an essential bridge between the college's operational needs and its technological capabilities. The Analyst ensures all project requests align with institutional goals, available resources, and strategic initiatives.

Key Responsibilities

This role will manage and track project intake functions and serves as a critical intermediary between the IT department and the various business units.

Project Intake and Prioritization:

  • Coordinate and manage the project intake process, including tracking new requests, validating submissions, and following up with requestors to ensure completeness and clarity.

  • Conduct initial assessments of proposed projects to determine scope, feasibility, impact, and alignment with Dallas College’s strategic objectives.

  • Assist in prioritizing and categorizing projects within the portfolio to optimize resource allocation and scheduling.

  • Prepare summary reports and recommendations for the PMO and executive leadership review.

IT-Business Liaison and Analysis:

  • Liaise between the IT department and the executive branch, acting as an information source and communicator between them.

  • Responsible for assessing information technology systems and making suggestions for how they can better meet business needs.

  • Understand technical options, limitations, costs, and risks. Communicate tradeoffs to business partners and work with them to shape requirements accordingly.

  • Understand strategic business needs and plans for growth.

  • Analyze complex business problems and determine an IT solution.

  • Help resolve competing priorities between stakeholder groups by facilitating stakeholder discussions and escalate issues where appropriate.

Requirements and Documentation:

  • Collaborate with cross-functional teams to document business requirements, workflows, and success criteria for new initiatives.

  • Translate conceptual user requirements into clear, detailed functional requirements.

  • Document current processes and models to understand inefficiencies or gaps.

  • Create implementation requirements and developing IT plans with stakeholders based on organization's technological needs and requirements.

  • Enhance the quality of IT products and services.

  • Keep up to date on the latest applications of information technology.

Monitoring and Improvement:

  • Monitor project status updates and maintain accurate records within project and portfolio management systems.

  • Utilize data and draft reports to develop business insight to assist decision-making.

  • Provide analytical support for performance metrics, dashboards, and portfolio reporting.

  • Support continuous improvement efforts in intake and assessment processes, identifying opportunities to streamline workflows and improve transparency.

  • Ensure compliance with Dallas College policies, procedures, and governance standards.

  • Perform other related duties as assigned.

Additional Required Duties:

  • Dallas College professional development hours per academic year

    • All employees are required to complete a minimum of 19 hours

    • People leaders are required an additional 16 hours of leadership development.

  • Perform other duties not listed as assigned

Minimum and Preferred – Education, Experience, and/or Certifications

Required Qualifications

  • Bachelor’s degree in Business Administration, Information Systems, Project Management, or a related field, with three (3) years of professional experience in project management, portfolio management, or business analysis. Or

  • Associate’s degree in Business Administration, Information Systems, Project Management, or a related field, with five (5) years of professional experience in project management, portfolio management, or business analysis.

  • Demonstrated ability to manage multiple priorities and follow through on complex tasks.

  • Strong analytical, organizational, and problem-solving skills.

  • Excellent written and verbal communication abilities, including experience preparing executive-level summaries and documentation.

  • Proficiency with project management tools (e.g., Microsoft Project, Smartsheet, or similar) and data analysis/reporting tools.

Preferred Qualifications

  • PMP (Project Management Professional) certification or equivalent project management credential.

  • Experience working in higher education or a similarly complex organization.

  • Experience creating documentation such as business cases or business requirements summaries.

  • Demonstrated ability to engage both IT staff and business partners to achieve target outcomes.

  • Proven interpersonal skills and an ability to influence senior leaders and peers.

  • Demonstrated ability to communicate complex technical information in a condensed manner to various stakeholders verbally and in writing.
