The Leidos Defense Sector currently has an opening for a Business Systems Analyst to work on-site supporting NSWC PCD PPE NSWC Extreme Environments Personal Protective Equipment. This is an excellent opportunity to utilize your experience and expertise to support our Enterprise Logistics Management Service (ELMS) mission. This role will directly assist the Department of War (DoW) with effectively managing and accounting for their property while ensuring audit readiness to support the Federal Improvement and Audit Readiness (FIAR) guidance. This will include providing analytical support and logistics subject matter expertise for supply and property accountability initiatives within the ELMS community. This analysis will be used to develop reports and briefs to keep senior leaders apprised of resource requirements, progress, and challenges, utilizing ELMS.

Primary Responsibilities:

The Business Systems Analyst will be required to instruct the NSWC CBD IPE/LCMS in planning, reviewing, analyzing, developing and delivering a wide spectrum of NSWC PCD PPE data management, training programs, and business processes using current and future NSWC PCD PPE information technology resources. The candidate will work collaboratively with all NSWC PCD PPE stakeholders, attending all relevant meetings and working groups to research, discuss, analyze, and document current policies, business processes, and training materials, such as updating the Access Request Instruction Guide and IT requirements for NSWC PCD PPE support equipment and government property. The candidate will partner with the ELMS Team to implement ELMS for effective management and accountability for NSWC PCD PPE property. The candidate will set up the initial system with complete NSWC CBD IPE inventory data, ensuring NSWC PCD PPE property is properly cataloged, inventoried, and managed through the ELMS Warehouse Module in accordance with established policy. In addition, the candidate will collect the necessary data pertaining to assets and process all system transactions, IAW established policy, to maintain accurate inventory records. Support will include maintaining paperwork and other documentation as required to ensure a complete audit trail of transactions affecting balance of records.

  • Recommend ELMS module configurations to support logistics-specific needs (e.g., SKO creation, dispatch logs).
  • Implement ELMS Warehouse module for NSWC PCD PPE activities at the Fort Worth location.
  • Develop a viable supply chain process to pass audit to include in-transit tracking of purchase order request, and the stock, store and issue of NSWC CBD IPE acquired property.

Additional Duties may include (But not limited to):

  • Serve as liaison between program offices, logistics teams, and ELMS administrators.
  • Evaluate and analyze written reports in support of accountability policy.
  • Provide strategic advice on optimizing property accountability processes.
  • Provide functional guidance on ELMS modules including Property Accountability, Maintenance & Utilization, Warehouse Management, and Material Management.
  • Support warehouse operations including Set, Kit, and Outfit (SKO) creation and container tracking.
  • Assist in the revision of processes and procedures, as well as close data gaps that relate to property visibility, traceability, fielding, and accountability.

Basic Qualifications:

  • Bachelors’ Degree with 5+ years of experience. Additional experience, training, and/or certifications may be considered in lieu of degree requirement.
  • US Citizen; Currently possess or the ability to obtain a Secret Clearance upon hire.
  • Project, Logistics, or Supply Chain Management experience.
  • Comprehensive understanding of property management and logistics management policies, procedures, practices, and concepts affecting mission support operations at various levels of command throughout the DoW.
  • Thorough and comprehensive Knowledge of Joint policies, principles, and/or directives. Extensive interpretation of these broad guides is required to refine or develop specific guidelines and procedures.
  • Possess understanding and ability to draft staff package documentation for coordination on new or revised DoW, Joint Staff, or Program Office.

Preferred Qualifications:

  • ELMS experience.
  • Service or Agency staff-level experience.
  • Active Secret clearance

Pay Range:

Pay Range $73,450.00 - $132,775.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
