Parks and Recreation (P&R) Client and Business Services branch is seeking enthusiastic and solution-oriented team members to join our high-performing Leases, Agreements, and Contracts team to make a difference for Toronto communities. This opportunity is an exciting and fast-paced portfolio that offers a supportive team environment for learning and skill-development, and the chance to work with a variety of City divisions, P&R branches, and stakeholders on interesting and high-profile projects and accounts.

Reporting to the Manager, Business Services for the Leases, Agreements and Contracts team, and working in a team environment, the Business Services Officer will oversee a range of third-party contractual uses of Parks and Recreation spaces. The Business Services Officer will negotiate, prepare and manage licenses, agreements, contracts, delegated approvals, staff reports, and requests for proposals. This position assists in advancing the strategic goals of Parks and Recreation by defining and managing vendor and stakeholder relationships, and by advancing high-quality user experiences through the delivery of complementary partnerships and business operations. Specifically:

Major Responsibilities:

• • Prepares, negotiates, executes, implements, and manages leases, licences, shared-use agreements, Memorandum of Understandings (MOUs), management agreements, and other types of agreements and contracts for Parks and Recreation.
  • Reviews and interprets agreements in collaboration with legal services to respond to inquiries, complaints, and issues.
  • Communicates and builds relationships with internal and external stakeholders effectively, particularly with interbranch and interdivisional partners, tenants, licensees, vendors and service providers.
  • Demonstrates financial accountability and ensures rental and fee payment conditions are appropriately established, calculated, posted, processed and collected in a timely manner.
  • Conducts account management proficiently on a day-to-day basis, manages issues and resolves complaints related to agreements, including but not limited to:
    • addressing outstanding balances, property taxes, operational costs, and fees with vendors, tenants, licensees and operators.
    • overseeing and managing contract performance and daily operational concerns.
    • investigating problems, questions, and compliance concerns.
    • ensuring accountability for contractual deliverables, term conditions and requirements.
    • adhering to important notification dates and notices
    • conducting regular onsite visits to gather information and resolve issues.
    • collaborates and consults with relevant interbranch colleagues in Parks and Recreation, with Service Agencies (e.g. CreateTO, Toronto Public Library, Toronto Transit Commission, etc.), with interdivisional partners such as Corporate Real Estate Management, Purchasing and Materials Management Division, Social Development Division, Legal Services, and Financial Planning.
    • collecting required reports, financial documents, insurance, and other supporting documents for adherence to contractual requirements.
  • Reviews historical agreements and arrangements, conducts research, recommends improvements, and modernizes agreements to meet community needs, facilitate community benefit, improve revenues to the City, adhere to City policies and legal requirements, align with industry standards, and protect Parks and Recreation divisional interests.
  • Develops and implements detailed plans and recommends policies, changes, and solutions regarding programs, services, and agreements for Parks and Recreation.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality, organizational performance and continuous learning.
  • Ensures that the project revenue targets are met and expenditures are controlled and maintained within approved budget limitations.
  • Prepares, reviews, and provides input for processes, forms and staff reports for Committees and Council and attends appropriate meetings to provide information.
  • Responds to vendor requests, proposals, and public communications in a professional manner and in accordance with City policies.
  • Develops, evaluates, recommends and implements a variety of competitive processes (i.e. Requests for Proposals (RFPs), Requests for Quotation (RFQ), Low Value Quotation (LVQ), and application processes), for the operation and development of Parks and Recreation business opportunities.
  • Prepares options and recommendations for management’s consideration and drafts briefing notes, reports, letters, briefing presentations and other supporting briefing materials to support and inform senior management and elected officials.
  • Develops and evaluates new revenue plans, pilot programs, including new opportunities for sustainable revenues, business, services, and coordinate strategic revenue planning for the Division.
  • Collaborates effectively with team members to share ideas, coordinate plans, improve processes, and resolve problems.
  • Navigates complex portfolio with resilience, integrity, business acumen, and creativity while advancing public service values.
    
    

Key Qualifications:

• 1. Must have post-secondary education in Public Administration, Business, Project Management, or a discipline pertinent to the job function, or equivalent combination of experience and education/training.
  2. Experience engaging with internal and external stakeholders and managing relationships with third-party vendors, operators, community groups, public groups, agencies, and/or program partners.
  3. Experience negotiating, preparing and managing agreements, licences, contracts, and/or real estate leases.

• 4. Experience with budget planning and management, financial management or account management (e.g. ensuring that appropriate fees are applied and collected, revenue targets are reached, timely payment of bills and invoices, expenditures are controlled and budgets are planned).
  5. Experience in the preparation of briefing notes, PowerPoint presentations, professional letters and reports.
  6. Experience preparing and participating in procurement and competitive processes such as Request for Proposals. Request for Quotations, Low Value Quotations, Requests for Supplier Qualifications and/or Expressions of Interest.

Must also have:

• 7. Experience with various computer software applications relevant to the work (e.g. SAP, MS Office such as Word, Excel for databases, statistical analysis, mapping, research, etc.).
  8. Experience in revenue generation programs and initiatives and business strategy development are an asset.
  9. Ability to effectively communicate, resolve conflicts, prepare reports, lead meetings, perform administrative tasks, and provide supervision, guidance and training to assigned staff.
  10. Must be able to attend to on-site meetings and visits at various locations across the City. Valid full G Driver’s Licence and access to a vehicle is an asset.
