Business Process Subject Matter Specialist (SAFe Business Coach)

**Future Opportunity**

CSEngineering is seeking a Business Process Subject Matter Specialist (SAFe Business Coach) to support a high-priority defense agency program. The selected candidate will provide technical knowledge and analysis of highly specialized applications and operational environments, delivering high-level functional systems analysis, design, integration, documentation, and implementation advice on exceptionally complex problems. This role requires extensive subject matter expertise and active participation across all phases of software development, with particular emphasis on planning, analysis, testing, integration, documentation, and presentation.

JOB RESPONSIBILITIES

  • Provide expert-level technical analysis and advisory support for highly specialized applications and complex operational environments across enterprise business functions.
  • Deliver high-level functional systems analysis, architectural design input, integration guidance, and implementation advice on complex program challenges.
  • Participate across all phases of software development with emphasis on planning, analysis, testing, integration, documentation, and stakeholder presentations.
  • Support and analyze acquisition processes and milestones, including the creation and review of acquisition documentation in compliance with applicable DoD Instructions:
    • DoDI 5000.87 – Operation of the Software Acquisition Pathway
    • DoDI 5000.85 – Major Capability Acquisition
    • DoDI 5000.75 – Business Systems Acquisition
    • DoDI 5000.74 – Defense Acquisition of Services
  • Adapt and apply Agile frameworks to government business contexts, driving adoption across operational teams and functional business units.
  • Lead change management and workforce enablement initiatives to support organizational transitions to Agile ways of working.
  • Establish and govern Agile maturity models across government business functions, providing coaching and structured improvement pathways.
  • Develop and oversee metrics governance frameworks for operational teams, enabling data-driven decision-making and performance tracking.
  • Support organizational change management efforts, including stakeholder engagement, communication planning, and transition support.

REQUIRED QUALIFICATIONS

Security Clearance: Must possess an IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) clearance

  • Minimum five (5) years of relevant experience in business process analysis, systems analysis, or a related discipline.
  • Five (5) or more years of experience adapting Agile frameworks to business and operational contexts.
  • Demonstrated experience with the DoD acquisition process and its milestones, including analyzing source documentation and producing acquisition artifacts in compliance with applicable DoDI publications.
  • Experience leading change management and workforce enablement programs within complex organizations.
  • Experience establishing Agile maturity practices across government or enterprise business functions.
  • Experience developing and implementing metrics governance frameworks for operational teams.
  • Deep understanding of organizational change management principles and methodologies.
  • Certified SAFe Practice Consultant (SPC) or equivalent advanced ICAgile certification.

Location: Washington, DC (NCR) with potential travel to other government sites as required.

PREFERRED CERTIFICATIONS

  • DoD 8570 IAT Level I compliance - CompTIA Security+ CE or equivalent qualifying certification.
  • Prior experience supporting government or DoD IT programs within a defense agency environment.
