APTIM’s Energy Transition team is seeking an experienced Business Process Specialist to support Home Energy Rebate programs, ensuring alignment with U.S. Department of Energy, State Energy Office, and program compliance requirements while improving program efficiency and consistency across partner organizations. APTIM’s role is to develop and manage Home Energy Rebate programs created through the Inflation Reduction Act (IRA) including the Home Owner Managing Energy Savings (HOMES) Program and the High-Efficiency Electric Home Rebate (HEEHR) Program. The Business Process Specialist is a high-impact, fast-paced role requiring exceptional organizational, and communication skills. This role serves as a critical bridge between program operations and compliance teams to ensure processes, systems, and workflows are efficient, scalable, compliant, and aligned with program objectives.

The successful candidate will immediately support program planning and operations. This role requires a critical thinker with strong organizational, program delivery, design, and communication skills, as well as the ability to maintain productive relationships with colleagues, implementation contractors, and subcontractors. The Business Process Specialist develops and maintains standard operating procedures, process maps, operational documentation, QA/QC protocols, and business requirements while supporting system integrations, workflow optimization, audit readiness, and organizational change management. Working with cross-functional teams, the position identifies opportunities to standardize processes, improve operations, and drive continuous improvement to support consistent customer experience, regulatory compliance, and successful program delivery.
Key Responsibilities/Accountabilities:
Process Design, Development & Standardization
- Apply systems thinking to translate DOE, state, client, and program requirements into end-to-end operational processes, identifying gaps, inefficiencies, risks, and opportunities for standardization.
- Lead the development and refinement of new and evolving program processes by gathering input from internal teams, subcontractors, implementation partners, and stakeholders.
- Create and streamline processes in collaboration with program leadership to reduce effort and improve timeliness, predictability, quality of outputs, and customer/contractor experience.
- Develop future-state workflows, process maps, journey flows, business rules, decision trees, and other visual artifacts to support decision-making, stakeholder alignment, and program launch readiness.
- Support operating model design across program functions, including project application intake, eligibility review, incentive processing, contractor participation, customer escalations, QA/QC, reporting, and compliance.
Process Documentation & Knowledge Management
- Translate approved processes into clear, structured, and auditable SOPs, operations manuals, templates, checklists, intake forms, tracking tools, and supporting materials.
- Establish and maintain an organized, scalable library of reusable process flows, procedures, templates, and reference materials with appropriate version control and change history.
- Capture outcomes from meetings, working sessions, and implementation decisions and convert them into finalized process artifacts and documentation.
- Identify and document gaps or missing information in process, system, and support documentation and coordinate follow-up actions to ensure operational readiness.
- Facilitate knowledge-transfer sessions and support training/readiness activities so that workflows, integrations, tools, and procedures are understood and ready for long-term ownership.
Systems Configuration & Business Requirements
- Serve as a liaison between program operations, compliance, QA/QC, technology teams, vendors, and subcontractors to ensure business requirements are clearly defined, documented, and translated into operational and system-ready processes.
- Document system workflows, configuration needs, integration points, operational dependencies, data flows, and support procedures associated with program systems and tools.
- Support system enhancement and integration efforts by communicating business requirements, documenting change impacts, supporting testing/readiness activities, and tracking open decisions or follow-up items.
- Partner with technical and non-technical stakeholders to ensure systems, workflows, reporting tools, and operational procedures align with program requirements and implementation timelines.
Continuous Improvement, Reporting & Performance Optimization
- Conduct ongoing reviews of operational processes, procedures, and controls to identify improvement opportunities, efficiency gains, cost savings, risks, and corrective actions.
- Analyze operational data, program performance metrics, stakeholder feedback, and recurring issues to identify trends, root causes, and opportunities for process optimization.
- Develop recommendations and supporting materials that help program leadership improve execution methods, resolve operational challenges, and standardize best practices across program areas.
- Support reporting, tracking, and monitoring of program performance, process effectiveness, issue resolution, documentation status, and operational readiness activities.
QA/QC, Compliance & Audit Readiness
- Document and maintain QA/QC, compliance, and audit-related processes, including review protocols, sampling approaches, escalation paths, corrective action workflows, and supporting evidence requirements.
- Conduct or support QA/QC reviews of program processes and protocols, providing process improvements, analysis, recommendations, and corrective actions as needed.
- Review application, processing, and workflow requirements to support compliance with DOE, state, client, program, and internal policies and procedures.
- Track process decisions, updates, issue resolutions, and versioning to maintain consistency, transparency, audit readiness, and alignment with regulatory and contractual obligations.
- Ensure process documentation supports compliance with applicable APTIM quality and safety policies and relevant program requirements.
Stakeholder Collaboration & Issue Resolution
- Build and maintain effective working relationships with internal teams, program managers, implementation partners, subcontractors, vendors, clients, and other stakeholders to support successful process adoption.
- Facilitate working sessions, process reviews, and cross-functional discussions to resolve operational issues, clarify responsibilities, and align teams around process decisions.
- Support escalation and resolution processes by documenting issues, identifying root causes, coordinating next steps, and converting outcomes into updated procedures or supporting tools.
- Prepare process-related materials, summaries, and presentations for internal and external meetings as needed
- All other duties as assigned.
- Ensure compliance with all APTIM quality and safety policies as well as all OSHA regulations.
Basic Qualifications:
- Bachelor’s degree from an accredited four-year college or university, or equivalent work experience.
- 5+ years of relevant experience.
- Experience supporting program implementation, operations, process improvement, quality, compliance, documentation, systems, or administrative oversight.
- Ability to analyze complex requirements, identify issues, evaluate options, and recommend practical solutions.
- Proven expertise in process development utilizing different tools (ex. Visio, Draw.io, Figma).
- Significant experience developing SOP’s, process maps, workflows, business rules, operations manuals, QA/QC protocols, compliance documentation, or audit-ready process artifacts.
- Strong written and verbal communication skills, including the ability to translate complex information into clear, actionable documentation and facilitate client engagement and coordination.
- Ability to work both independently and collaboratively, manage multiple priorities, meet deadlines, and maintain strong attention to detail.
- Proficiency with project management tools, Microsoft Office applications, and data analysis.
- High level of emotional intelligence and ability to work effectively with diverse teams and stakeholders.
- Strategic thinker with a practical, solution-oriented approach to problem-solving.
- Ability to maintain confidentiality and handle sensitive information with integrity.
- Self-motivated and able to manage time, prioritize work, meet deadlines, and handle multiple tasks with a positive attitude.
- Commitment to fostering collaboration within the team and broader organization.
- Strong communication and collaboration skills, including client engagement and coordination experience.
- Ability to travel to assigned locations at least quarterly.
Desired/Preferred Qualifications:
- PMP, or similar certification.
- 2+ years’ management experience related to energy-efficiency program delivery or oversight.
- Experience in energy efficiency, weatherization, Home Energy Rebate, utility, state energy office, or federally funded program environments.
- Experience working with system integrations, configuration documentation, data flows, reporting processes, or cross-functional technology implementation efforts.
- Familiarity with residential energy efficiency and electrification programs, including application intake, eligibility review, incentive processing, quality review, contractor participation, and customer escalations.

As of the date of this posting, a good faith estimate of the current pay range for this position is $85,000-$95,000 per year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
