The Business Operations Analyst, Engineering will help eBay’s engineering leadership make better, faster decisions by providing reporting, budget tracking, and operational insights This role sits at the intersection of engineering, product, and finance, turning data from tools (e.g., planning, HR, finance, Jira) into clear narratives and recommendations that improve how the organization plans, implements, and invests.

Key Responsibilities

Reporting & Insights

  • Build and maintain standard reports and dashboards for engineering leaders (e.g., headcount, delivery metrics, vendor/cloud spend, objectives and key results progress).

  • Produce exec-ready narratives and visuals (slides, one-pagers) that explain trends, tradeoffs, and recommendations.

  • Support ad hoc analyses on topics like return on investment of key programs, productivity trends, vendor utilization, and tooling adoption.

Budgeting, Forecasting & Financial Tracking

  • Support annual and quarterly planning cycles for engineering, including budget and headcount forecasting.

  • Maintain budget vs. actuals for engineering cost centers (e.g., headcount, cloud, tools, vendors), with clear variance explanations.

  • Partner with Finance and Procurement to align engineering plans with financial targets, surface risks, and identify savings opportunities.

Engineering Operations & Process Improvement

  • Analyze engineering workflows and operating rhythms (e.g., planning cadences, status reporting, roadmap reviews) to identify bottlenecks and improvement opportunities.

  • Help run portfolio/roadmap reporting across teams (e.g., status rollups, dependency and risk tracking).

  • Create and maintain SOPs, templates, and playbooks for recurring engineering business processes (e.g., intake, approvals, vendor onboarding, budget requests).

  • Drive small to medium ops projects end-to-end (scoping, data collection, recommendations, implementation, follow-up).

Stakeholder Partnership & Communication

  • Work closely with engineering leaders, product leaders, finance, procurement, and HR to understand priorities and translate them into reporting and analysis.

  • Present findings in clear, concise, non-technical language tailored to the audience (VP-level and below).

  • Act as a thought partner to managers and directors on how to structure goals, track performance, and measure impact.

Tooling & Data Quality

  • Use Excel/Google Sheets and BI tools (e.g., Tableau/Power BI/Looker or internal equivalents) to design and maintain reports and models.

  • Partner with data and systems teams to improve data quality, consistency, and definitions across engineering and business systems.

  • Identify opportunities to automate manual reporting and streamline data flows between systems.

Qualifications

Required

  • Bachelor’s degree in Business, Finance, Economics, Engineering, Data/Analytics, or equivalent experience.

  • 2–5+ years of experience in business operations, consulting, or analytics, ideally supporting technology or engineering organizations.

  • Strong analytical and problem-solving skills, with a track record of structuring ambiguous problems.

  • Proficiency in Excel/Google Sheets (pivot tables, lookups, basic modeling) .

  • Demonstrated experience producing clear reports and presentations for senior stakeholders.

  • Ability to manage multiple parallel workstreams, prioritize effectively, and meet deadlines with minimal supervision.
