JOB TITLE:
Business Manager- University of Wyoming Extension
JOB PURPOSE:
We seek to hire a Business Manager for the University of Wyoming Extension (UWE), with responsibility for financial, human resources, and other administrative duties. This person will serve the state Extension office, work under the supervision of the Associate Dean and Director of Extension, and coordinate closely with Accountants (UWE and the College’s Administrative Business Office), Associate Directors, Program Leaders, County Coordinators, and Office Associates. With a history dating back to 1914, the University of Wyoming Extension serves communities across Wyoming’s 23 counties, the Wind River Indian Reservation, and F.E. Warren Air Force Base by helping residents apply university research and resources to practical problems. Educational programming ranges broadly from 4-H and youth development, pesticide safety education, agricultural production, food preservation and nutrition, and natural resource conservation. The ideal candidate will uphold the University’s land-grant mission manifested through Extension and work diligently to support individual and community well-being.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
FINANCIAL
- Annual Compensation Agreements: Track salaries/fringe, manage cooperative salary contributions for counties and UWE, manage annual compensation agreements, liaising with UW General Counsel as needed.
- County Billing: Manage quarterly invoices, deposits. Prorate salary billings for termed or new employees, track revenue.
- Accounts Receivable: Receive payments for UWE publications and manage deposits and reports.
- Budgets: Draft budgets for UWE, compile 4-H and Communication & Technology budgets. Prepare position planning, attend budget meetings, make budgetary recommendations, and track foundation accounts.
- Accounting Support: Support UWE accountant and help manage expenditures. Provide comprehensive financial support by processing invoices, managing accounts receivable, making purchases using the University Purchasing Card (P-Card), and reconciling personal transactions.
HUMAN RESOURCES
- Positions: Create requisitions and manage applications and interview schedules. Handle candidate interactions, arrange travel and lodging, and act as search committee liaison.
- Serve as the UWE Decentralized Human Resource Representative (DHR): Process HR and payroll actions in conjunction with the College Business Office.
OTHER ADMINISTRATIVE
- Provide strategic support and guidance to the Director, Associate Directors, and other key personnel.
- Memorandums of Understanding (MOU): Keep MOUs up to date for 23 counties and the Wind River Indian Reservation, and work with UW General Counsel on county specific details.
- Contracts: Assist with entering and tracking contracts as needed.
- Meetings: Assist with preparing agendas, rooms, and take minutes/notes for all meetings; serve on committees as assigned.
- Event Planning: Assist with event planning including facilities, contracts, and agendas as needed.
- Supervision: Supervision of student workers, UWE accountant, and others as assigned.
- Travel Planning: Assist with organizing travel including flights, lodging, and transportation as needed with Office Associate.
- Advanced computer skills, including a wide range of business, financial, and document management applications.
PROFESSIONAL DEVELOPMENT AND SUPPORT
- County Clerical Professional Development Support: Support the Capacity Building Team as needed in the planning of the annual ESCAPE conference for county clerical personnel.
- Professional Development: Engage in professional development to stay current on updating University, State, or Federal Policies in relevant topics.
MINIMUM QUALIFICATIONS:
- Education: Bachelor’s degree in Accounting, Business Administration, or a related field or the equivalent combination of education and experience.
- Experience: 2 years work-related experience
- Required licensure, certification, registration or other requirements: Valid driver's license with a motor vehicle record (MVR) compliant with the Driving for University Business SAP.
- Comprehensive knowledge of relevant business management policies and best practices.
- Strong communication skills both in-person and electronic.
- Demonstrated experience in financial, human resource, and administrative management.
DESIRED QUALIFICATIONS:
- Experience working with local governments including city, county, and state.
- Familiarity with federal funding opportunities and application processes.
- Outstanding performance record in previous employment and demonstrated commitment to Extension’s philosophy and mission.
- Demonstrated excellence in problem-solving, decision making, and judgement skills.
Experience requirements are evaluated on a full-time equivalent (FTE) basis. Relevant part-time experience will be prorated based on hours worked. For example, two years working an average of 20 hours per week is equivalent to approximately one year of full-time experience.

WORK LOCATION:
On-campus: This position provides vital support to campus customers, and the successful candidate must be available to work and perform essential job functions on campus, understanding our location is at 7,220 feet above sea level.
WORK AUTHORIZATION REQUIREMENTS:
Must be eligible to work in the United States. Sponsorship for H-1B work authorization or work visa is not available for this position.
