Responsibilities

• Formulate, review and implement policies and procedures on procurement to ensure effective use of the University’s resources with good governance
• Assist the Senior Manager to supervise the purchasing and support team to process purchase requisitions (including review of specifications) submitted by user departments and provide professional support for the end-to-end procurement process, including tendering, ordering, goods delivery, fixed assets recording and payment
• Lead the team to migrate the existing procurement/tendering system to a new ERP system
• Plan and arrange stocktaking exercises
• Advise on matters related to engagement of all on-campus commercial outlets, including vending machines, ATMs and catering outlets
• Oversee the operation of catering outlets of the University
• Assist the supervisor to provide secretarial services to the tender boards
• Serve as the Secretary and member in the Catering Committee and/or any other committee(s) as assigned by supervisors
• Perform any other duties as assigned by supervisors

Requirements

• A recognized Degree in Business Administration/Procurement/Supply Chain Management/Information Technology
• Solid and extensive relevant managerial experience with not less than 7 years in procurement
• Self-motivated with high ethical standards
• Possess high analytical skills with a mindset of continuous improvement
• Able to work in a highly complex and dynamic environment
• Good leadership with excellent interpersonal skills
• Experience in ERP
system migration/implementation, and/or publicly funded
institutions/higher education sector will be a definite advantage

The appointee
will mainly work in the Tsuen Wan Office and will be required travel to the University Main Campus in Tuen Mun as per work requirements.

rank and commencing salary will be commensurate with qualifications and
