The Business Management System Analyst is responsible for administration, maintenance, and continuous improvement support of the Business Management System (BMS)/Quality Management System (QMS) through governance, compliance and conformance monitoring, audit coordination, documentation control, reporting, and user support. Ensures assigned activities, records, and documentation are maintained in alignment with corporate policies, regulatory requirements, and applicable standards. Contributes to the effectiveness and usability of the BMS/QMS through analysis, controls support, and process improvement recommendations.
Key Accountabilities:
Maintain and administer BMS/QMS policies, standards, processes, procedures, templates, and related documentation, ensuring comprehensive, accurate, and current records and document controls are established and maintained.
Analyze compliance and conformance review results and identify trends, issues and areas for improvement across related processes, and support follow-up actions
Develop and maintain controls documentation, testing records, and related evidence to support appropriate control design, testing, traceability, and documentation practices
Provide guidance and interpretation on applicable regulatory requirements, best practices, standards and BMS/QMS processes withing assigned areas of responsibility.
Review and update and coordinate revisions to documentation arising from regulatory procedural, system or organizational changes.
Analyze Key Performance Indicators/Quality Performance Indicators (KPIs/QPIs) and risk indicators for governance, compliance and conformance and prepare regular reports and insights for management review. Monitor and analyze performance metrics and trends to identify improvement opportunities and support continuous improvement initiatives.
Develop and deliver training and reference materials for the BMS/QMS Processes, tools, controls and documentation requirements. Provide ongoing user support and guidance for BMS/QMS governance, monitoring, tools, reporting, and documentation processes.

Education:
Diploma or Degree in Computer Science, Systems/Software Engineering, Information Technology, or other related Technology field or an acceptable combination of education, experience and training.
Experience:
3+ years in technology, quality management, compliance, or systems administration roles.
Experience with supporting governance frameworks, audit coordination, compliance, monitoring, and controls testing.
Experience working in or closely with business and/or operational functions.
Experience in change management practices.
Experience working with policies, standards, governance, and procedures and controlled documentation.
Strong experience with business and reporting tools (e.g., PowerBI, SharePoint).
Experience with Control Objectives for Information and related Technology (COBIT), Information Technology Infrastructure Library (ITIL) & Information Technology Service Management (ITSM) frameworks.
Experience with business management systems and quality frameworks such as ISO 9001, AS9100 or comparable frameworks.
Knowledge:
Knowledge of NAV CANADA organization, policies, and procedures as well as the body of rules and regulations governing the maintenance of electronic facilities used in support of the Air Navigation System including knowledge of the Canadian Aviation Regulations (CAR 802, CAR 805) pertaining to the installation, maintenance and operation of electronic equipment and systems used in the delivery of Air Navigation Services.
Knowledge of business management systems and quality frameworks (e.g. ISO 9001, AS9100, etc).
Knowledge of compliance standards, audit principles, and controls management.
Knowledge of Control Objectives for Information and related Technology (COBIT), Information Technology Infrastructure Library (ITIL) & Information Technology Service Management (ITSM) frameworks.
Significant knowledge of tools such as PowerBI, SharePoint, and Microsoft 365 suite, Service Now and Azure DevOps.
Abilities:
Ability to identify improvement opportunities and support change implementation within assigned areas Ability to design technical documentation such as user guides, procedures, standards, guidelines, and training.
Ability to conduct reviews of proposed changes to ensure adherence to mandated policies, procedures, and standards.
Ability to analyze policies, processes, and procedures within the context of BMS/QMS principles and to propose improvements.
Ability to work with stakeholders to clarify requirements, resolve issues, and secure cooperation on process and documentation matters
Ability to coordinate meetings, working sessions, and follow-up activities with stakeholders.
Ability to manage multiple priorities and projects effectively.
