Job Title: Business Intelligence Analyst (Power BI Specialist)

Contract: Permanent

Working Hours: 37 hours per week*

Salary: Grade 7 (£39,481-£42,123)

Location: Service Headquarters, Kelvedon Park / Hybrid Working

Closing Date: 5pm, 16 October 2026

*We are open to discuss working arrangements including flexibility over hours and location, however the expectation is that, as a hybrid role, your work will be balanced between home and Services facilities, and you will be expected to attend the Service premises for at least 3 days of a 5-day working week.

  • Essex County Fire and Rescue Service (ECFRS) is looking for a talented Business Intelligence Analyst to join our Performance and Analytics team.
  • This is an exciting opportunity to help shape how data is used across one of the largest Fire and Rescue Services in the UK. Your work will directly support operational, prevention, protection, workforce and corporate decision-making, helping the Service protect life, property and the environment through evidence-based decision making.

The Role

  • As a Business Intelligence Analyst, you will act as the bridge between the Service and data.
  • You will work closely with stakeholders from across the Service to understand their challenges, translate requirements into meaningful reporting solutions, and deliver high-quality Power BI dashboards, reports and analytical products that support operational and strategic priorities.
  • A key focus of the role will be developing and maintaining Power BI solutions that are trusted, accessible and easy to use. You'll help build a culture of self-service reporting while ensuring strong governance, consistency and data quality across our reporting estate.

What You Will Be Working On

Design, develop and maintain engaging Power BI dashboards and reports.

Build and maintain semantic models and datasets that provide a trusted source of organisational information.

Develop DAX measures, KPIs and business calculations that support consistent reporting

Work with stakeholders to understand requirements and deliver impactful analytical solutions

Support the rationalisation and improvement of existing dashboards and reporting products.

Drive adoption of self-service analytics and improve data literacy across the organisation.

Analyse operational and corporate performance data to identify trends, risks and opportunities

Present insights and recommendations clearly to both technical and non-technical audiences.

Promote best practice in data governance, reporting standards and information management.

Support the wider Performance and Analytics team in delivering intelligence products, performance reporting and organisational insight.

What Are We Looking For?

We're looking for someone who combines strong technical capability with excellent communication skills.

You'll be comfortable working with large datasets, solving complex problems and explaining analytical findings in a way that helps people take action.

You will ideally have:

Essential

  • Experience developing dashboards using Microsoft Power BI
  • Strong skills in data analysis, interpretation and problem solving
  • Experience building and maintaining data models and semantic models.
  • Ability to communicate technical information clearly to non-technical audiences.
  • Experience working directly with stakeholders to gather requirements and deliver solutions.
  • Good understanding of data quality principles and analytical best practice.
  • Level 4 qualification or equivalent experience in analytics, business intelligence, data science or a related discipline.
