Business Intelligence Officer
Organizational Setting and Work Relationships
The Business Intelligence Officer is a Business Intelligence professional who is expected to deliver new insight and lasting value by turning data and information into useful business tools by interfacing of relevant data in current Business Intelligence solutions (principally Microsoft Power BI).
The incumbent provides support on management reporting and analytics within the Area of Responsibility (AoR), in addition to providing regular and ad-hoc reporting needs, such as metrics incorporating detailed statistics, related analysis, dashboard, key performance indicators, balanced scorecards and regular reports to inform senior management.
The Business Intelligence Officer contributes to the analysis of primary and secondary data for interpretation and evidence-informed decision making, will identify risks and opportunities based on insights derived from data and perform data profiling and other analysis to identify patterns and understand anomalies.
The incumbent will liaise with HQ Divisions/Regional Bureaux/Country Operations, external partners, and national and/or regional institutions to keep abreast of best practice within the AoR.
The Business Intelligence Officer normally reports to the a more senior staff member and may supervise some staff.

Duties
- Collect and analyse disaggregated statistics within the AoR for the purpose of developing and refining the relevant policy of the Organization. Review and validate organisational data.
- Monitor, assess, and validate consistency and quality of data within the AoR to ensure suitability to generate country, regional and global analysis, metrics and results.
- Design data and technical architecture for the data warehouse and deploy data to the data warehouse.
- Evaluate and recommend the selection of various data warehousing tools and components.
- Provide input to the development of policies and procedures for the consolidation and analysis of data.
- Coordinate with other stakeholders to develop big data use cases.
- Develop and implement new data analysis methodologies.
- Support consolidation and interoperability of data systems.
- Establish a regular review process to ensure that self-service reporting continues to meet the ongoing needs of the Organization, commission new reporting as appropriate.
- Shape and deliver any ad-hoc reporting and analysis needs.
- Perform data profiling to identify and understand anomalies.
- Communicate the status, value, and importance of data and information.
- Provide support to development and compliance with standard, norms and policies related to business intelligence tools.
- Contribute to assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies).
- Support planning process (standards, methodologies) quality assurance and technical advice on Theories of Change and indicators, as well as with data management and analysis methods.
- Recommend forecasting methods and models, scenario planning, resource modelling, capability forward load, and other similar 'what if' type analyses.
- Analyse needs and capacities for data management activities and provide recommendations for bridging gaps.
- Improve data quality through field support, capacity building, monitoring and feedback.
- Provide training and support to colleagues on BI and reporting.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

The Business Intelligence Officer – Oracle Health Insurance will work under the guidance and supervision of the Chief of Health Insurance Section within the Division of People Management (DPM). S/he plays a central role in the management, optimization, and continuous enhancement of the Oracle Health Insurance (OHI) platform and supports the end-to-end integration of the Workday HCM, Oracle Cloud ERP, and OHI ecosystems within the Area of Responsibility (AoR). The incumbent ensures that systems, workflows, and reporting support evolving operational requirements, organizational priorities, and policy frameworks. The role is highly cross-functional and combines business process management, systems integration, data analytics, and operational support. System enhancement requests frequently arise from business process re-engineering initiatives, policy amendments, compliance requirements, and the need to improve efficiency, automation, and user experience across health insurance operations.
