The purpose of this job is…..

The Business Development Manager – Government Services supports the growth of Bupa’s Government Services portfolio by identifying, progressing and supporting the conversion of government opportunities, with a focus on Defence, Commonwealth and State health services related procurements. Reporting to the General Manager, Growth – Government Services, the role contributes across two connected modes of work:

  • Opportunity and pipeline mode, where the role supports the identification, qualification and shaping of government opportunities aligned to organisational priorities and capability.
  • Bid mode, where the role acts as Bid Lead on allocated and appropriately scaled bids, or supports more complex bids as part of a wider bid team.

The role is suited to a developing business development professional who is building capability in government growth, and who is comfortable working hands on with senior leaders and cross functional teams to deliver high quality outcomes.

Responsibilities include:

  • Lead the identification, qualification and validation of new business opportunities across Defence, Federal and State Governments, with a focus on health services, digital health and ICT-enabled solutions
  • Assess the alignment of opportunities with organisational strategy, priority markets and government funding
  • Direct market scanning and policy awareness activities to identify emerging opportunities
  • Manage the maintenance of accurate and disciplined pipeline records, including opportunity qualification, forecasting and progression status
  • Inform opportunity prioritisation and bid / no bid recommendations in line with growth governance and gate review processes
  • Act as Bid Leader as directed with end-to-end responsibility for shaping and progressing opportunities through to bid and contract award
  • Provide expertise and in-depth market knowledge in opportunity shaping activities including stakeholder mapping, needs analysis, solution positioning and competitive assessment
  • Inform the development of win strategies, value propositions and solution narratives aligned to government requirements
  • Support relationship management activities with government stakeholders, including procurement and program contacts, to build understanding of client needs and support early opportunity shaping

What you’ll need to make it possible

  • Tertiary qualifications in Business, Commerce, Health, Public Policy or a related field
  • Extensive demonstrable experience in the successful conversion of Defence/Government opportunities in health services, digital health/ICT or adjacent government service sectors
  • Exposure to Shipley and/or Miller Heiman methodologies
  • Proven ability to lead bid activities and work effectively in cross functional bid teams
  • Previous experience in working in a large matrix-style organisation
