About This Position

Austin Small and Minority Business Resources assists small, minority-owned, women-owned, and disadvantaged businesses compete for City of Austin contracts. We administer the City’s Minority-Owned, Women-Owned, Small Business Enterprise, Disadvantaged Business Enterprise and Airport Concessions Disadvantaged Business Enterprise procurement programs and work to expand access, equity, and economic opportunity for local businesses.

Purpose:

Under general supervision, performs tasks required to ensure that all parties involved in the City of Austin's purchasing/contracting activities comply with the Minority and Women Owned Business Enterprise Procurement Program Ordinance.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Works with City staff, prime contractor/vendors, businesses, and other entities to increase minority and women ownership and participation in City procurements or contractual obligations.

  • Assists with responses to requests for information on the City Procurement Programs, and associated compliance documents, City business opportunities, and/or assistance available for small business.

  • Provides information on minority and women owned business and make available to prime contractor/vendors or City staff.

  • Reviews and maintains reports for completeness and accuracy.

  • Provides data entry of subcontractor payments.

  • Audits payments to subcontractors and ensures accuracy.

  • Reviews and monitors databases and ensures accuracy.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Knowledge of purchasing policies and contract programs.

  • Knowledge of Federal, State and Local laws.

  • Knowledge of city practice, policy and procedures.

  • Skill in effective oral and written communications.

  • Skill in using computers and related software applications.

  • Skill in handling multiple tasks and prioritizing.

  • Skill in data analysis and problem solving.

  • Skill in planning and organizing.

  • Skill in researching.

  • Ability to resolve contractual or purchasing issues.

  • Ability to exercise good judgment, tact and diplomacy in all public dealings.

  • Ability to work with frequent interruptions and changes in priorities.

  • Ability to establish and maintain good working relationships with other City employees and the public

Minimum Qualifications:
Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Business Administration, Economics, Accounting, or Finance. One (1) additional year of relevant work experience may substitute for one year of required education up to four (4) years.

Preferred Qualifications:

  • Advanced experience in Microsoft Office, including Outlook, Excel, MS Teams, Task Management with tracking experience, MS Planner, and PowerPoint skills.

  • Knowledge and experience with the City’s MBE/WBE Program, DBE Program, HUB Program, or similar minority-and-women-owned business programs.

  • Experience with the City contract, finance, and budget systems, including eCAPRIS, eCOMBS, and Austin Finance Online.

  • The ability to establish and maintain good working relationships with a diverse group of internal and external stakeholders.

  • The ability to multi-task and work with frequently changing priorities.

  • Experience with advanced report development and report automation utilizing various platforms, including PowerBI, MicroStrategy, and other software.

  • Experience monitoring and managing data for executive/management review and for division level performance reporting.

  • The ability to travel to multiple work locations.

This position is responsible for performing various pre-award and post-award compliance related activities, including:

  • Research and compilation of contract data for reports and auditing.

  • Creating emails, reports, and other documents related to solicitations and contracts.

  • Responding to emails and other inquiries associated with contract compliance activities.

  • Reviewing goal determinations and No-Goals Utilization Plans.

  • Tracking and reporting on monthly Compliance Division performance measures

  • Developing and managing Compliance Division reports for Performance Measures, New Project & Reassignments, Weekly Compliance Reporting, Open Data Portal reporting, and monthly MBE/WBE Advisory Committee Contract Award reports.

Days/Hours

8:00 a.m. – 5:00 p.m., Monday – Friday.

Hours may vary depending on business need. Telework opportunities are available. Employees may be required to occasionally work early mornings, after hours, weekends, and special events due to business needs.

Salary Range

$54,340.00 - $64,660.00 annually.

Travel

If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
