The Financial Information Services Agency (FISA) has a vacancy for a Business and Systems Analyst. The Business and Systems Analyst is responsible for data/application analysis, creation and review of functional designs, and documentation of the business requirements.
He/she will work in a functional/technical capacity with a good understanding of the City of New York’s Automated Personnel and Payroll business processes.
The primary role of the analyst will be to:
- Create functional designs for PeopleSoft application customizations/enhancements including interfaces and reports.
- Configuration of PeopleSoft HCM applications and perform business tests of the related configuration.
- Provide NYCAPS functional application expertise to support the PeopleSoft product.
- Review functional specifications with business owners for approval.
- Serve as a PeopleSoft liaison between the central project team and Department of Education agency representatives in resolving issues and implementing new modules.
- Support contractual mass pay rate changes for all New York City employees as per contracts approved by Office of Labor Relations and Office of Payroll Administration.
- Support New York City configuration and reference table functionalities in PeopleSoft and their interface to the payroll system.
- Work on interfacing data between PeopleSoft and the legacy systems and work on reconciling data between these systems.
- Review functional specifications with technical staff during transition to technical design and coding phases of the project and work with the testing team during systems testing phase.
- Create business test scenarios and provide full life-cycle support in requirements definition, system analysis, design, development, quality assurance, documentation, testing, and production stabilization support.
- Run simulations of the business event processing to ensure that software modifications have not introduced errors into the processes.
- Work with various teams including business, development, testing and infrastructure during all phases of the project cycle.
- Coordinate user acceptance test activities with the City business users.
Preferred Skills:
- Extensive PeopleSoft 8.x/9.x (v. 9.2 is plus) techno-functional experience with HR and Benefits Administration.
- Experience in documenting processes for HR, and/or benefits; should also have five (5) full-lifecycle PeopleSoft HR and/or Ben Admin implementation experience.
- Working knowledge of Workforce Administration, Workforce Development, Organizational Development, Recruiting, Garnishments, North American Payroll, Payroll Interface, MSS/ESS modules, Global Payroll and Absence Management.
- Working knowledge of app messaging (integration broker) is a must.
- Extensive experience with PeopleCode, SQR, SQL, App Designer, PS Query and SQL developer.
- Working knowledge of Data Mover, Mass Change, Import Manager and STAT.
- Excellent knowledge of PeopleSoft HCM Database model.
- Excellent understanding of systems development lifecycle methodologies.
- Experience working with an enterprise wide, large-scale implementation.
- Excellent communications skills (oral and written), interpersonal, and organizational skills are required.
