Job Description

Full-time, contract (20 months)

Reporting to the project management office manager, information technology (IT), the business analyst (BA) will guide business partners through the discovery, identification and documentation of business and functional requirements, process design, and desired outcomes for new technical systems and functionality. The work requires a balance of business and technical skills; the ideal candidate should be able to switch between business and technical thinking easily.
We are looking for an efficient, driven, detail-oriented person who strives for quality and improvement. The BA needs to be passionate about building great solutions and connecting the dots between business needs and implementation details, is a self-starter and believes that the best results are achieved by effective teamwork.
Duties and responsibilities
Duties include but are not limited to the following:
• develop, maintain and manage excellent relationships with business partners to achieve project-specific and big picture goals
• develop and maintain a broad understanding of the College of Physicians and Surgeons of BC (CPSBC) business, services, and partners
• develop a solid working knowledge of CPSBC’s core business functions and key technology platforms, including providing tier-2 support for users experiencing issues with these platforms
• collaborate with users, the development team and management to understand user and business needs
• analyze processes and produce documentation for improved business systems and operational effectiveness
• develop or participate in development of business cases for executive sponsor review and sign-off
• capture user requirements in the form of user stories providing the development team with context
• proactively communicate with partners, the development team and management on project goals, priorities and requirements
• design future state business processes based on business requirements with business and technical team input; prepare and present to project partners
• facilitate collaborative business decisions amongst business and IT partners
• lead quality assurance testing efforts, ensuring test cases appropriately map to approved functional requirements
• coordinate and perform in-depth tests, including end-user reviews and other post-implementation support
• prepare and deliver solution documentation and training materials for both IT and business partners
• use business analysis methods, principles, practices and techniques in an IT project team environment
• perform such other duties, functions, and responsibilities as assigned
Skills and qualifications
Required skills and qualifications include:
• minimum of three to five years of experience in business analysis or a related field
• bachelor’s degree in business administration, software development, project management, management information systems, science, engineering, or related field; or an equivalent combination of experience and education
• demonstrated ability to communicate effectively, verbally and in writing, including experience developing user documentation or training
• demonstrated ability to translate technical and business concepts between business users and software developers or vendors
• demonstrated ability to manage partner expectations and to build effective working relationships
• strong analytical skills
• business acumen, including the ability to analyze and communicate strategic requirements and develop action plans for executive sponsors at an overall business strategy level
• a passion for creating solutions with a positive attitude to change
• thrives on challenges, enjoys taking on complex subjects and analyzing them to find workable solutions
• detail-oriented with demonstrated ability to meet deadlines, manage multiple priorities and work effectively under pressure
• strong technical background, including experience working with developers
• passionate about implementing effective business processes and building great systems
• IIBA CBAP or PMI-PBA certification, or other training in business analysis, is an asset
The compensation range for this position is based on an annual salary of $72,827 to $91,034 per year.

About College of Physicians and Surgeons of British Columbia

The College of Physicians and Surgeons of British Columbia regulates the practice of medicine under the authority of provincial law. All physicians who practise medicine in the province must be registrants of the College.

The College’s overriding interest is the protection and safety of patients, and the quality of care they receive from their physicians.

Regulation of the medical profession is based on the foundation that the College must act first and foremost in the interest of the public. The primary function of the College is to ensure that physicians are qualified, competent and following clearly defined standards of practice. The College administers processes for responding to complaints from patients and for taking action if a physician is practising in a manner that is incompetent, unethical or illegal. The College also administers a number of quality assurance initiatives to ensure physicians remain competent to practise medicine throughout their professional lives.

The College is governed by the Health Professions Act, and the Regulations and Bylaws made under the Act. A board comprised of 10 peer-elected physicians and five public representatives appointed by the Ministry of Health are responsible for the governance of the College. The daily operations of the College are administered by the registrar (CEO) and other medical and professional staff.
