Job Description

This is an onsite role; only local candidates will be considered. The Business Analyst II will support the Texas Department of Transportation (TxDOT). TxDOT manages a range of technical projects, from SaaS and COTS solutions to large-scale software development and upgrades, under structured project management and governance processes. In this role, the Business Analyst will support the integration of security and operational components, assist with requirements gathering, financial planning, and coordination, and recommend process improvements. The position is expected to actively use AI tools to streamline analysis, enhance documentation, and improve efficiency in delivering business analysis work. The Business Analyst will collaborate and communicate regularly with stakeholders, project teams, technical staff, vendors, and executive leadership. Responsibilities Review, analyze, and evaluate business processes, systems, and user needs, and recommend process improvements. Support the integration of security and operational components across TxDOT technical projects. Assist with requirements gathering, financial planning, and project coordination. Document detailed descriptions of user needs and program functions, including AS-IS and TO-BE process flows. Create and maintain project artifacts, including the Business Requirements Document, Use Cases, and User Acceptance Test Plan and Scripts. Serve as a liaison between the business community and IT teams, and mediate between business units that may have conflicting requirements. Draft statistical reports that assist decision-makers, using Excel, Tableau, and other tools to perform data analysis. Identify, manage, and mitigate project risks and issues. Use AI tools to streamline analysis, enhance documentation, and improve efficiency in delivering business analysis work. Collaborate and communicate regularly with stakeholders, project teams, technical staff, vendors, and executive leadership. Requirements Minimum Qualifications 3 years of experience reviewing, analyzing, and evaluating business processes, systems, and user needs. 3 years of experience documenting AS-IS and TO-BE process flows. 3 years of experience with general IT SDLC processes. 3 years of experience gathering business requirements from business divisions as well as technical requirements. 3 years of experience serving as a liaison between the business community and IT teams. 3 years of experience educating business unit staff on standardized processes. 3 years of experience demonstrating strong verbal and written skills in communicating with peers and different levels of users, including executive staff. 3 years of experience facilitating large group meetings with internal and external resources. 3 years of experience collaborating with technical and functional teams to develop the Business Requirements Document, Technical Specification, User Acceptance Plan and Scripts, and other documents needed in support of the solution. 3 years of experience writing test cases and scripts that can be delivered to customers, as well as providing support during User Acceptance Testing. 3 years of experience with Excel, Tableau, and other tools to perform data analysis. 3 years of experience with requirements gathering with the business team, fit/gap analysis, and high-level estimation of implementation effort. Preferred Qualifications Emphasized knowledge of requirements documentation, process mapping, stakeholder coordination, and risk awareness as core competencies at higher levels. Additional Requirements Candidates must currently reside in the Austin, Texas area; within 50 miles of the work location. Candidates must be authorized to work in the U.S. Work Location and Schedule Location: TxDOT offices, 6230 E Stassney Ln, Austin, TX 78744. Schedule: Monday - Friday, 8:00 AM–5:00 PM. Work Arrangement: Onsite 4–5 days per week.
