We are seeking a Business Analyst to join our Office of Information Technology (OIT) at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU).

This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.

What you will do!

The Business Analyst plays a critical role in supporting the mission of the State’s education information system by ensuring the reliability, performance, and security of enterprise solutions and by analyzing and optimizing information systems that support student data, academic performance, and administrative operations. This role bridges technical solution design and operations with strategic business systems analysis to enhance outcomes, people, and process structures across the education information ecosystem.

• Mission and Impact Focus: This position plays a critical role in supporting the systems, data collections, and operational processes that enable ODE programs to serve educators, schools, students, and communities across Oregon. The successful candidate will help improve the effectiveness, reliability, and governance of enterprise solutions that support statewide education programs and services.
• Opportunity to Shape the Future: ODE is evolving its business analysis and solution delivery model to better support modernization, governance, and operational excellence. This position offers the opportunity to help build and mature a new Enterprise Solution Operations capability, establishing processes, standards, and practices that will influence how the agency manages solutions and data collections for years to come.
• Cross-Functional Leadership: This role sits at the intersection of business operations, technology, data, and program delivery. The position works with agency leadership, program offices, technical teams, and vendors to coordinate enterprise solution operations, improve business processes, and drive continuous improvement across a diverse portfolio of systems and services.

Typical duties include:

• Partner with ODE program staff and technical teams to support enterprise applications and data collections by analysing business needs, coordinating enhancements, troubleshooting issues, and improving business processes.
• Coordinate solution-related activities including requirements analysis, testing, implementation support, documentation, issue resolution, and communication with business and technical stakeholders.
• Analyse data, business processes, and system performance to identify opportunities to improve efficiency, data quality, customer experience, and operational effectiveness.
• Support the ongoing operation of agency solutions through collaboration with program staff, vendors, developers, and project teams to ensure systems continue to meet business needs and agency priorities.

Minimum Qualifications (required)

(a) Five (5) years of information systems experience in:

business systems analysis and support of enterprise applications or data collection systems

OR

(b) An Associate's degree in Computer Science, Information Technology, or related field,

OR

completion of a two (2) year accredited vocational training program in information technology or related field;

AND

three (3) years of information systems experience in:

business systems analysis and support of enterprise applications or data collection systems

OR

(c) A Bachelor's degree in Information Technology, Computer Science, or related field

AND

one (1) year of information systems experience in:

business systems analysis and support of enterprise applications or data collection systems

Preferred Skills & Knowledge (Desired Attributes)

• Experience supporting enterprise business applications and data collection systems: Experience administering, supporting, enhancing, or maintaining business-critical applications, data collection systems, or configurable enterprise solutions.
• Strong SQL and data analysis skills: Experience writing SQL queries and scripts to analyze data, troubleshoot issues, validate business rules, support reporting, and improve operational processes.
• Experience with business systems analysis: Experience evaluating system functionality, documenting business requirements, identifying solution improvements, and supporting system enhancements throughout the solution lifecycle.
• Demonstrated ability to coordinate technical and business activities: Experience working with business users, technical teams, and vendors to support system changes, testing, implementations, issue resolution, or operational initiatives.
• Experience improving business processes and operational efficiency: Experience analyzing workflows, identifying inefficiencies, implementing process improvements, and developing operational procedures or controls.
• Experience managing competing priorities in a complex environment: Experience organizing, prioritizing, and coordinating multiple requests, projects, support activities, or operational workloads while meeting deadlines and stakeholder expectations.
