About the Role:
The Senior Business Analyst (BA) required by the team will support the delivery of major enhancements of two of ADB ITD Operations products: 1) Management Approval System (MAS), and 2) Board Paper Library (BoardLib) in connection with integration with SovOps. The Senior BA will play a key role in reviewing, designing and documenting business processes, elicit functional and non-functional requirements and, if needed, conduct quality assurance tasks in the context of the implementation of new features in MAS and BoardLib.
Scope of Work/Responsibilities
The Senior BA is required to be an Agile BA who will work collaboratively with the end users and specifically will:
Requirement Elicitation and Refinement:
1. Conduct requirements elicitation workshops and present findings to stakeholders.
2. Elicit, analyze, and document business requirements, often translating them into user stories and acceptance criteria.
3. Develop necessary requirements for the project in Azure Dev Ops, aligned with the standard document artifacts as supporting documents.
Stakeholder Collaboration and Management
1. Work with the product owner to refine and prioritize the product backlog, ensuring it reflects the most valuable work for the team.
2. Actively engage with stakeholders, including product owners, developers, and end-users, to understand their needs and ensure alignment throughout the project lifecycle
3. Define business processes in consultation with business users.
4. Design and present potential solutions to stakeholders.
Communication and Collaboration:
1. Collaborate with ITD colleagues working on integrating systems to conceptualize solutions from business requirements needed.
2. Ensuring clear and consistent communication between stakeholders, clients and the development teams.
Quality Assurance:
1. Coordinate with testing team and assist users with User Acceptance Testing.
2. Monitor and manage bug fixes/issues and their resolution.
3. Help define acceptance criteria for user stories and ensure the delivered product meets those criteria.
4. Collaborate with the QA team to provide and validate test scenarios for creation of test cases, and test scripts.
The Senior BA will work with its counterparts, from business, vendor, and technical side of new systems, including integration when needed, within the ecosystem of ADB.

Requirement and Qualification (Education & Work Experience)
ADB expects the Senior BA in DAS SovOps project for Collaborative Solution to have the following qualifications, skills, and experience:
• Bachelor’s degree in information technology, Information Management, Business Management, Accounting, or any related course
• At least 10 years of solid experience in business analysis and 5 years in a senior business analysis role
• 5 years of experience in banking, accounting, financial services sector
• 7 years of experience in designing and documenting business processes
• 5 years of experience in quality assurance and testing IT applications
• Good exposure in account / sales management, government procurement process, and contract lifecycle management or equivalent
• Good understanding of ADB development process is an advantage
• Must be conversant with project management lifecycle and systems development cycle
• Knowledge in Agile and Waterfall Methodology
• Knowledgeable in using Azure Dev Ops on managing iterations and building user stories and relevant supporting documents
• Knowledgeable in Microsoft Technology Stack such as SharePoint, Power Platform, Teams, Dynamics 365, and Power BI
• Relevant experience in ITIL Best Practices
• Proven vendor management skills and experience
• Strong stakeholder communication and management skills
• Must have excellent written and spoken communication skills in English•
Reporting and Coordination
• For the provision of staff augmentation services, the Agency Personnel will take instructions from the Manager at the Information Technology Department at ADB and work closely with the project team, internal and external stakeholders.
• The Senior BA reports to the Senior IT Officer Product Lead.
Work Arrangement
• Hybrid, requiring contractors to report onsite three times a week. If the user unit requires contractors to report to HQ for more than 3 days, compliance is mandatory.
• Work Schedule is from 8:00AM – 5:00PM Manila Time.
Laptop Provision
Agency Personnel Equipment as a Service
This is a project-based contractor role that requires the provision of a laptop as specified below. The IDIQ Agency shall be responsible for providing, maintaining, replacing, and refreshing the required equipment for the full duration of the contractor’s engagement. All equipment must comply with ADB-prescribed models, specifications, and cybersecurity requirements.
The cost of the laptop and any required peripherals shall be included as part of the Agency’s monthly billing rate and service margin. The Agency shall provide the final equipment quotation during rate confirmation or onboarding. ADB will only accept a single consolidated monthly invoice covering both the contractor services and equipment costs. No separate reimbursement or additional charges for the laptop or peripherals will be allowed.
The equipment shall remain the property of the Agency. No termination, recovery, or penalty fees shall apply if ADB ends the contractor engagement before the contract term expires.
If there are delays in equipment delivery, the Agency must provide temporary replacement equipment or spare devices to ensure the contractor can begin work from Day 1. Temporary workarounds, including virtual desktop environments, may be used for up to two (2) months if the temporary device does not fully meet ADB specifications. Except under exceptional circumstances, ADB-issued laptops will not be provided.
