Job Description

Key Responsibilities:
Procurement Operations

  • Coordinate end-to-end procurement activities supporting the programme, including preparation and tracking of procurement documentation, approvals, purchase orders and related records.

  • Draft and coordinate procurement and administrative submissions, including procurement approval submissions, ensuring completeness, accuracy and timely routing for approval.

  • Liaise with relevant government and corporate stakeholders on procurement requirements, purchase order issuance, invoicing and other procurement-related matters.

  • Coordinate with vendors and service providers on quotations, documentation, purchase orders, deliverables and invoicing requirements.

  • Maintain procurement and operational trackers to provide visibility of procurement status, financial commitments, outstanding actions and key milestones.

  • Support the procurement and setup of tools, platforms and services required by the product team.

  • Ensure procurement activities comply with applicable Government and organisational policies, processes and governance requirements.
Finance Operations & Budget Management

  • Maintain accurate tracking of programme expenditure, purchase orders, invoices, financial commitments and available budgets.

  • Coordinate invoice verification and payment processing by validating invoices against purchase orders, contractual arrangements, deliverables and supporting documentation.

  • Work with Finance, procurement stakeholders and vendors to resolve discrepancies and facilitate timely processing of invoices.

  • Prepare regular financial and operational reports to provide visibility of actual and committed expenditure against approved budgets.

  • Monitor budget utilisation and identify potential budget, payment or procurement issues early for resolution or escalation.

  • Support financial planning, forecasting, reconciliation and other programme financial management activities as required.

  • Maintain appropriate supporting records to facilitate financial governance, reporting and audit requirements.
Resourcing & Recruitment Operations

  • Coordinate administrative activities supporting the recruitment, engagement and onboarding of manpower resources for the programme.

  • Work with Talent Acquisition, recruitment agencies and internal stakeholders to coordinate interview scheduling, candidate documentation and follow-up actions.

  • Coordinate procurement and administrative requirements associated with external manpower resources and service providers.

  • Maintain accurate records and trackers covering recruitment status, resource onboarding, contract periods and related operational dependencies.

  • Monitor contract timelines and support timely renewal, onboarding and offboarding activities in coordination with relevant stakeholders.
Operational Excellence & Process Improvement

  • Drive best practices in product operations across one or more problem spaces.

  • Conduct user research and translate insights into operational and product improvements.

  • Develop and implement data-driven strategies to improve operational efficiency and product outcomes.

  • Support procurement and setup of DevOps tools and platforms.
Product Operations & Continuous Improvement

  • Develop and maintain SOPs, playbooks and operational documentation to support effective and consistent operations.
User Engagement & Product Support

  • Support agency and supplier engagement, including user communications, system walkthroughs, training and onboarding activities.

  • Establish feedback loops between users and product teams to support continuous improvement and product adoption.

  • Support operational readiness for product launches and onboarding waves, including communications, training coordination and readiness tracking.

  • Support Product Managers in functional requirements, User Acceptance Testing (UAT), issue triage and validation of product changes.
Governance & Stakeholder Management

  • Coordinate with Product, Engineering, Finance, Procurement, Talent Acquisition, vendors and other stakeholders on operational dependencies and outstanding actions.

  • Maintain appropriate documentation and records to support governance, audit and management reporting requirements.

  • Monitor operational, procurement and financial risks and escalate issues in a timely manner.

  • Develop relevant operational metrics and dashboards and identify opportunities to improve processes, controls and operational efficiency.
Product Testing & Delivery

  • Support system and data migration testing.

  • Develop and maintain test documentation, test scenarios, and training materials.

  • Facilitate system demonstrations, walkthroughs, and UAT training sessions.

What We Are Looking For:
Experience & Education

  • Diploma or Bachelor's degree in Information Technology, Procurement, Finance, Business Administration, Accountancy, or a related discipline.

  • Relevant experience in business analysis, procurement operations, finance operations, product operations, project administration, programme operations or a similar role is advantageous.

  • Candidates with relevant internship or project experience and a strong aptitude for structured operational work may also be considered.

  • Experience working in an Agile product or technology environment would be advantageous.

  • Experience in the Singapore Public Service or supporting Government procurement processes would be advantageous but is not essential.
Procurement & Financial Operations

  • Basic understanding of procurement processes such as sourcing, approvals, purchase orders, contract administration and invoice processing.

  • Comfortable working with budgets, expenditure information, invoices and financial records.

  • Experience with government procurement processes, finance systems or enterprise procurement systems would be advantageous.

  • Able to understand policies and process requirements and translate them into practical operational steps.

  • Strong numerical aptitude and attention to detail when handling financial and procurement information.
Technical Skills

  • Proficient in Microsoft Excel or equivalent spreadsheet tools, including the ability to organise, reconcile and analyse operational and financial data. Comfortable maintaining structured trackers, dashboards and management reports.

  • Experience with data visualisation, workflow automation, low-code platforms or AI productivity tools would be advantageous.

  • Familiarity with JIRA, Confluence or similar product and project management tools would be advantageous.

  • Encouraged to attain relevant procurement platform certifications to support product testing and delivery.
