Job Description

Location: Harrisburg, PA
Position Type: Hybrid
Hybrid Schedule: Onsite 2 days a week
Contract Length: 6 months + possible extensions


This position is responsible for supporting the development, maintenance, and enhancement of enterprise child welfare and human services IT systems while contributing to the transition to a modernized statewide case management platform. The role partners closely with business stakeholders, subject matter experts, and technical teams to gather requirements, manage system initiatives, support testing activities, ensure data quality and compliance, and provide operational support for mission-critical applications.

Duties:

  • Plan, organize, prioritize, and manage multiple IT initiatives and system enhancement efforts simultaneously.
  • Support ongoing maintenance and modernization efforts for enterprise case management and child welfare-related systems.
  • Manage submission, tracking, and resolution of system defects, incidents, and change requests.
  • Coordinate project timelines, deliverables, and activities to meet operational, regulatory, and compliance requirements.
  • Provide regular project status updates and communicate progress, risks, and issues to leadership and stakeholders.
  • Support data quality initiatives, reporting compliance efforts, and remediation activities tied to federal and organizational standards.
  • Gather, analyze, document, and validate business, functional, and user requirements for system development and enhancements.
  • Review user stories, functional specifications, and technical deliverables to ensure alignment with business needs.
  • Perform and support User Acceptance Testing (UAT), deployment validation, troubleshooting, and end-user support activities.
  • Identify, escalate, track, and proactively resolve project or operational issues using established processes and reporting structures.
  • Build and maintain effective working relationships with internal stakeholders, external partners, vendors, and customer representatives.
  • Investigate and resolve business process and software-related issues reported by users.
  • Support daily business operations and provide technical and functional assistance for enterprise software applications.
  • Conduct meetings, workshops, interviews, and follow-up sessions to document and analyze business processes and operational needs.
  • Lead or facilitate meetings, presentations, and stakeholder workgroups in both virtual and in-person environments.
  • Develop presentations, reports, and written responses for stakeholders, leadership, and external inquiries as assigned.
  • Utilize Microsoft Office tools including Excel, Word, PowerPoint, Outlook, and Access for reporting, documentation, and communication.
  • Work with tools such as Team Foundation Server (TFS), Microsoft Azure DevOps, Microsoft Test Manager (MTM), and ServiceNow for project tracking, testing, and incident management.
  • Collaborate with cross-functional teams in an Agile and SDLC-driven environment.
  • Assist data management and systems teams with additional operational and project-related tasks as needed.
  • Travel as required to support meetings, initiatives, or operational activities.

Required Qualifications:

  • 7+ years of experience developing business, functional, and user requirements for IT systems.
  • 7+ years of knowledge and experience applying business analysis processes, principles, practices, and techniques.
  • Excellent written and verbal communication skills with the ability to communicate effectively across technical and non-technical teams.
  • Fluent in English with the ability to communicate clearly and professionally over the phone.
  • Strong ability to establish and maintain effective working relationships with stakeholders, end users, and project teams.

Preferred Qualifications:

  • Experience performing similar business analysis work within Child Welfare, Human Services, or related public sector environments.
  • International Institute of Business Analysis (IIBA) certification preferred.
