Tasks for External Service Provider:

• Analysis and documentation of business requirements

• Business processes and data analysis and modelling

• Risk analysis

• Contribute to the development of Concept papers, Business cases, Vision documents, Project Charters, and Security Plans

• Interact with other business analysts, business architects, customer, users, project leaders, and the developers involved in the projects

• Provide advice to policymakers on digital implications of policy proposals

• Support the policy units in implementing the corporate data governance and management practices

• Contribute to the development and application of the methodological approach for digital-ready policymaking and technology adoption

Requirements

Requirements for the Job Opening:

• Very strong business analysis and requirements elicitation skills and experience

• Very good knowledge of digital process mapping and redesign techniques

• Very good knowledge of data governance and data management frameworks

• Strong stakeholder facilitation, change management, and communication skills

• Strong analytical and advisory judgment skills

• Ability to give business and technical presentations

• Ability to apply high-quality standards

• Ability to cope with and apply fast-changing and emerging technologies such as AI and digital credentials

• Capability to write clear and structured technical documents

• Ability to participate in technical meetings and good communication skills

• Capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in a team

• Ability to participate in multilingual meetings

• Ability to work in a multi-cultural environment, on multiple large projects

• Excellent Team Player

• Ability to understand, speak, and write in English (at least C1 level) is a must

• High degree of discretion and integrity is required as the applications managed and maintained in DG EMPL contain personal and confidential data

• At least 8 years of specific expertise in process management, functional analysis, and data modeling

• At least 4 years of specific expertise in analysis related to policy support digital solutions within an EU institution or a national public administration

• Product Owner certification would be an advantage
