Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Do you combine analytical thinking with strong communication and creative problem-solving skills? Our Rapid Transit Commercial Management team is seeking a Manager to lead commercial analysis and stakeholder negotiations for Subway projects in Toronto and the GTA. This role focuses on preparing for, drafting, negotiating and managing agreements and contracts related to the operation and maintenance of Metrolinx subway assets. You will provide strategic advice, commercial analysis and presentations to senior leadership, Metrolinx executives and external partners. You’ll navigate complex stakeholder environments across multiple projects and deliver solutions to challenging problems.

What will I be doing?

  • Lead discovery sessions to prioritize functional specifications and map as-is/to-be workflows aligned with metadata and lineage standards.
  • Execute technology roadmaps using project management discipline to mitigate risks and provide executive status reporting.
  • Facilitate cross-functional collaboration among Operations, IT, Cybersecurity, and Privacy to resolve bottlenecks and ensure regulatory compliance.
  • Act as divisional gatekeeper for data governance by operationalizing quality checks and enforcing enterprise standards across all projects.
  • Reduce operational latency by automating manual processes through Power Apps and Power Automate development.
  • Implement Lean A3 frameworks to conduct root cause analysis and deploy sustainable countermeasures for operational technology issues.
  • Perform data profiling and ETL logic validation using SQL and Python to ensure technical accuracy.
  • Translate technical requirements for business leaders through executive briefing notes and ROI-focused presentations.
  • Secure organizational buy-in for technology standards by navigating complex stakeholder environments and cross-divisional requirements.

What Skills and Qualifications Do I Need?

  • Bachelor’s degree in Business Administration, Engineering, Information Technology, or a related field.
  • Demonstrated years' of experience in business analysis, project management, or data governance roles.
  • Proven track record of managing technology projects within a complex, multi-stakeholder environment.
  • Experience in the transportation or public sector is considered an asset.
  • Functional knowledge of data governance frameworks and data lifecycle management.
  • Basic to mid-level proficiency in SQL for data querying and Python for basic scripting or data manipulation.
  • Familiarity with cloud environments (Azure or AWS) and fundamental ETL concepts.
  • Proficiency in Microsoft Power Platform (Power Apps, Power Automate, Power BI).
  • Understanding of cybersecurity principles, privacy legislation, and records management standards.
  • Knowledge of Lean, Six Sigma, or A3 structured problem-solving methodologies.
  • Exceptional organizational and project management skills with the ability to lead parallel workstreams.
  • Strong interpersonal skills and the ability to foster collaboration across diverse functional groups.
  • Highly self-motivated with a demonstrated ability to show leadership and take initiative.
  • Advanced verbal and written communication skills, specifically in translating technical concepts for executive audiences.
