The Florida Department of Health, Division of Medical Quality Assurance (MQA) has a position that might be right for you.

The division licenses and regulates Florida health care practitioners. This position is located onsite, at the Tallahassee office and is a member of the data team. Training and skill development is valued and expected at MQA, and this role has an opportunity to work with offices and stakeholders across the division to enhance data usage. The successful candidate may be assigned to special projects and assignments as the division or Department requires.

Your Specific Responsibilities:

The System Project Consultant is a business analyst position that assists in developing and building data reports and business intelligence applications and dashboards. The successful candidate helps managers and stakeholders understand requirements and results and serve as a business and systems information conduit between internal and external customers.

This position communicates and collaborates with regulatory board offices, internal and external entities to analyze business needs, functional and statutory requirements and deliver the following documents as needed: Business Requirements Documents and User Acceptance Testing Scripts.

The BA aids in creating visual representations such as charts, graphs, animations, infographics, and other presentation formats to convey data and information effectively.

The BA conducts research and performs quality assurance audits related to the performance of the system models used by the Department; analyzes errors of the model and designs strategies to overcome them; uses skilled decision-making techniques in evaluating, planning, and integrating analysis of data to formulate solutions, verify data quality; and makes recommendations to management to improve the performance of the systems.

The BA prepares reports recording the results of systems work performed, including technical writings such as operation manuals, procedure guides, or operator instructions required for operations and use.

The BA collaborates with team members and subject matter experts to establish the technical vision and analyze tradeoffs between system usability, customer experience and business needs and helps business stakeholders understand the potential and limitations of the system when planning new products.

The BA collaborate with teams and customers (internal and external) on diverse projects, engaging in brainstorming and strategic planning for data use and data literacy, including creating and leading presentations and trainings.

The BA performs advanced level work with independent performance under limited supervision.

Required Knowledge, Skills and Abilities:

  • At least three years of job-based technical experience with data-related tasks, reporting tasks and/or business intelligence tools. College education demonstrating relevant coursework may substitute for job experience on a year-to-year basis.

  • Communicate effectively verbally and in writing.
  • Work independently.
  • Exercise independent judgement in working with internal and external stakeholders.
  • Experience with Microsoft Office, including Vizio or another program that provides for creation of wireframes or visual diagrams.
  • Ability to communicate technical issues, risks and approaches to non-technical managers and staff.
  • Ability to troubleshoot technical problems and recommend or implement design changes.
  • Experience with SQL, code programming platforms and/or AI platforms helpful but not required.
